you will be needing:

PicsArt (or any other editing app)
Phonto
&
Polarr (optional)

number one - open any plain coloured background in Phonto. (lol, I know the screenshot is of PicsArt) add your text repeatedly in white. (just copy and paste if you're a lazy butt like me)

number two - make the bottom text coloured if you want. it can be any colour, but I did a darker colour then the background. when you're satisfied, save it.

number three - go to PicsArt. add any png, whether it be Ariana Grande or Pepe the Frog. I used Victoria Justice.

number four - (optional) go to Polarr and scan this filter. (it wasn't made by me, I just found it online) I'd prefer if you lessen it a bit, it looks a lot nicer.
