The doctor of All for one is the same doctor that treated Izuku

In one of the chapters of the manga (sorry for not knowing which one), The face of the doctor is revealed.

It is the same as the doctor that treated Izuku. That means there are two options.

1. Two Identical twins are doctors

2. It is the same doctor.

Now, this does not confirm the theory that Izuku's quirk was stolen, it only slightly strengthens it.

What it does prove, however, is that All might has an inside man with extensive quirk knowledge. He knows how quirks work and have studied many of them to be a doctor.

This all comes up to my theory, which might make a difference in the plot, but make sense to me.

All of the Nomus are former patients of the doctor. 

I believe that the doctor looked through his files of old and current patients to find who would make the best weapons against All Might. With Kurogiri in the league, he could have easily kidnapped them unnoticed and brought them to his secret hideout for testing.

What are your theories? Does my reasoning work, or is it too simplistic? I would love to hear all of your favorite BNHA theories, no matter how obscure or mainstream they are.
