If there was a guy that continuously picks on you, what does it mean?

Recently, there has been this guy on a group chat my school has. He picks fights with me even when I'm not rude. I apologized to him on the last day of school, because I picked the fights then. Yesterday, he fought with me TWICE!!

What the fuck does it mean!? I hate him to the point I don't care if he drowns.
