User can cause karma for targets

Pros:
-user can predict the karma
-user knows what a target has done to deserve the karma
-user can't give a good person bad karma and a bad person good karma

Cons:
-user can't tell a target what they what they're going to get
-user can jimmy events around to give the opposite karma to an action

Weakness: corruption
User loses quirk in seconds and it transfers to a better candidate
