how to make a glowing effect

I'm back with my new tutorial lol it's been 69 YEARS XD

nowwwww imma teach u on how to make a glowing effect cause it's very nice on the eyes

First ofc open your picsart then pick a model

then after that pick your bokeh!

i used this btw it's very nice sooo i suggest u screenshot it so we can use the same resource.

after picking your bokeh, click it then invade the whole picture

Then click adjust

then click 'hue' and adjust the color that u wish.

lol i forgot to make the ss.

after that click check and go to 'effects'

click the 'blur' then click another blur lol

note; i adjusted the blur lol u can do it too, just click the blur. (sorRY MY BAD)

after that click blend

then click the eraser tool at the top.

eras3 that whole damn thing

then click the pen tool and draw on the sides : ) ) )

and charaaan!

In my case i put another layer to make it more glowy (wtf)

here's the final product!
