Government Setups Within the Gangs
Skystreakers: The leader, the lieutenants, the heads of ranks, and some elected retirees decide the laws and the next step in battles. The people within a rank vote on their rank leader. The people, as a whole, vote on the leader. Anyone over the age of fifty votes for the retirees. The lieutenants are chosen by the leader.
They have a set rate for the cost of prescriptions that is equivalent to a can of pop. No hospital bills exist. Sick days exist, but only for fevers or a lack of sleep. They can have as many sick days as they need for everything else. After all, who wants someone who's barfing to be flying?
As far as working hours are concerned, they aren't concerned. You can do as much compensated overtime as your heart desires, as long as you're still in good shape the next day. The standard workweek is eight hours a day with two days off.
Streetflyers: They have a committee to decide the laws within the gang, monitor education, and punish those who break the more major laws. The heads of the ranks, the lieutenants, and the leader can decide punishment for the more minor crimes. The lieutenants and leader decide the plans of battle (At least a 3/5ths vote is needed for the plan to take effect) and give that plan and alternative plans to the heads of ranks who are directly involved. The lieutenants are chosen by the leader. The heads of ranks are chosen differently. The leader's vote counts for five percent of the total vote and the people within the rank vote between candidates they nominate. If a lieutenant is part of the rank, their choice gets three percent of the vote. After the leader dies, the people vote on a successor from the lieutenants. Traditionally, there are three lieutenants, though there have been more before. In the event of multiple deaths within the leadership (leader and lieutenants) where only one or no lieutenants are left, the people can vote on multiple new candidates or the possibly remaining lieutenant. (Which happened in the case of Erin. This is how Preston was elected instead of her.)
They don't have medical bills or sick days. No one can control when they're sick or hurt, so they don't see why anyone would punish someone for it. After all, it's bound to happen at some point.
They don't have the concept of sick days. You can work from home if you're sick or injured if you really want to, but the council would prefer that you rest so you can be back to normal when you're better. They pay you even if you're sick.
As far as working hours, that depends on your rank.
Metaguns: I want to say it's a dictatorship, but that's not true. The people control the laws, but the (voted-in) leader decides the courses of action (and training) with advice from a cabinet they choose. The leader chooses the rank leaders.
They have medical bills and sick days are called vacation days. If you're sick, you lose money. If you break a leg on the job, they don't cover the cost of fixing it or give you pay while you're hurt. In Acacia's words, "This is the real world, buttercups. No one cares."
Overtime is expected if your work isn't completed in an office job. You won't be compensated for any overtime. If you don't get your report completed by the deadline, you don't get your holiday bonus. They are paid for six hours a day, except for two days a week, which are their off days.
An education for a decent job for free? That's insanity. If you want to be a doctor, you pay it out of pocket. Unless you want to spend some time in the military-coded jobs. Then, it's free.
On the bright side, the cafeteria food is free.
Cybeams: The people vote on everything but battle plans, which are chosen by a council made up of the leader, heads of ranks, and elected officials (like voted-in lieutenants).
Like almost everything else, they voted on having free healthcare. They don't pay a cent and have no concept of sick days. If you're sick, you're sick. That means you're forced to take time off. They'll pay your salary regardless.
As far as working hours go, they preferred the ideas of the French. A thirty-five hour workweek is the standard. Forty is the maximum and you'll be further compensated for any extra hours you work. Most people work eight hours a day and get three days off, but some work seven hours and get two days off.
