First off add your text to your cover then save it.

Superimpose:

1. Open your cover as the background then open the splattered texture as the foreground. Go to transform and make the filter lighten of whatever filter you think is best. Merge when finished.

2. Now open the lighting texture and make the filter soft light or whatever filter you like best. Merge and save.

Picsart: open your cover and then go to add photo. Add the splatter texture to the cover and then go to blend and make the filter lighten or whatever you think is best. Then add the lighting image and go to blend make the filter soft light or whatever you think is best. Apply and save.

You can also make your cover black and white it looks beautiful either way!
