Superimpose

Step 1:: Open up your cover with the title and author already on the cover. Make sure the text is white. It makes the whole process easier. Open up one of the glitters in the add ons as your foreground or find a picture of your own.

Step 2:: Put the image on multiply. Use the rectangle and the masking brush to mask away any glitter you don't want. Merge when desired.

It really isn't as hard as it looks. Just take your time with it and get it how you like it!
