so, Catty is used to being the center of attention. when she lived with Hannah, she was an only child. when she was with HYDRA, there was always a scientist with her. when she was with Steve, she was the only kid living there

so, she was the center of attention most of the life. the only times she wasn't was when she was being punished (i.e. being sent to her cell, etc). therefore, whenever someone (Georgie) pays any attention to anyone else, Catty feels like she's being punished
