Varia Quality requirement: pure insanity.

THE VARIA AS A WHOLE WAS NOT all that crazy. In hindsight, if one were to remove themselves from the rumour mill, then the Varia was just a bunch of emotionally disfunctional idiots. A bunch of deadly emotionally disfunctional idiots.

First founded by Secondo in the late sixteen hundreds, the Varia was initially a blackops secret institution. They didn't even have a boss at that time. Technically. There was no official boss.

Tyr, for all his swordmanship, was a shit Varia boss. People just did not like him, so when a fourteen year old litteraly offed his own hand then proceeded to make Tyr one head shorter, well, there was no love lost from most of the assassins.

Tyrant, the current head of Housekeeping, on the other hand, had been terrifying. As the first official Il Capo del Varia, Tyrant's first orders after beating the officers black and blue were to stop bleeding on his carpet and clean after themselves. (They were promptly followed.)

The Boss' orders were law.

So when Squalo showed up one day with a red eyed teenager proclaiming that this was their new boss, they quickly accepted the facts.

Not so say they didn't test Xanxus if he was Quality. Oh, they did. It didn't end well. For them.

Turns out that the Vongola teenager is scarily efficient with his Wrath Flames, knows how to abuse the hell out of the Harmony aspect of the Sky, has zero to no tolerance for idiocy and will shoot you, point blank, for wasting his time with petty assassination attempts when there were better things to do, like not sitting on your ass all day. Got that, trash?

With Xanxus being Tyrant approved™ not even a week in his career as the Varia Boss, the Vongola Independent Assassination Squad flourished under his rule.

The squads were properly organised, the Officers were given clear tasks besides managing their divisions, such as Lussuria taking over the yearly making of Varia uniforms and Squalo's R&D and Recruitment一which should have been Ottabio's, but Xanxus didn't trust him as far as he could throw him; the proper arrangement and forging of paperwork and new quality standards.

The former because why would an organisation that is based in stealth and underhanded ways of taking someone out fill the scant few papers that were sent to the Iron Fort with correct information? Blasphemy. The mafia world didn't need to know that almost three hundred people had signed a Varia contract and were still on active duty. It wouldn't do them well to know that the mafia's grimm reapers were that many. (It certainly wouldn't do wonders to Nono's heart.)

And the latter because your techniques are shit, train harder trash. Besides having to know seven languages to be even considered for Quality 一paperwork was still important after all一, you had to be experienced with at least three different weapons and have excellent control over your flames.

Contrary to popular belief, the Varia did not kill for weakness. The whole point of Quality was knowing your weaknesses and being able to work around them to the point they are irrelevant.

It really showed how good they were at covering things up when the only information on them was just baseless rumour.
