As recently as September 2018 he could not be declared a global terrorist, because China blocked the move in the United Nations. 

For 70 years there have been political parties and interest groups in India who have always supported every move of China-never, ever, under any circumstances criticizing China. Whether in war or peace, they have always been on the side of the enemy.
