Physical Description
In his debut chapter for Act I - Edge of Great, Lance is initially describe as "red-haired" and "pale-skinned." But in the second chapter, he is described by Poppy Bourgeois [OC belongs to GeekyCookie1] as a "pale-skinned male with ocean-blue eyes" who was seen in his "undeserving, dark navy blue uniform" before noting she could tell who she was dealing with from his "reddish-brown hair."
When Lance is in the midst of being akumatized by Hawkmoth, he is clutching onto his police badge [a symbol for his last form of power]. However when Lance actually gets to be akumatized by Hawkmoth under his name "Sharpshooter," his new form is revealed as a "new light bronze metallic design" as the akumatized villain is then equipped with altering darts [one of them is called "Draining Darts" and the other used as a tracker to pinpoint his target - will be explained in his "powers and abilities" section].
After dying at the hands of Crimson Spider [name/character belongs to GeekyCookie1], his death is [or will be] described [perhaps, later on] as shown here: his reddish-brown hair was damp by his own blood. Though his eyes were closed, a dried stream of blood was seen pouring out from his eyes. More so, the extension of his "smile" was cloaked with the same dried blood as pieces of broken bone became scattered across the man's forehead. Much like his mistress, Lance had a pool of blood around him as his arms was entirety covered in the sticky liquid with his stab wounds having different lengths and various punctures.

Edge of Great - Lance first appears in Chapter 1, marking as his debut. He is then seen in Chapter 2, 3 and 4 as the plot focuses on him. However, he is last shown in Chapter 5 as Lance meets his own death at the hands of Bernadette Fontaine/Crimson Spider [OC belongs to GeekyCookie1] by the near-end of Chapter 5.
Despite physically dying in Chapter 5, Lance's presence continues throughout the rest of the first act as he is continually brought up by other characters, who have since mocked him. To an extent, Jolene even mocks him as she proceeds to move on from him with an Italian detective named Elio Hatt [well for a short time, anyways]. But while everyone is mocking him, Cleo's case is different.
As Lance did attempt to murder his stepdaughter, he will hold a presence on Cleo as she will start to feel the impact of the incident. This has first been shown in Chapter 6 when she hallucinates him [as a shadow], which is the result of her mother indirectly [as she happen to know the exact words Lance told his stepdaughter] causing Cleo to relive the incident of her attempted murder.
But in spite of this fact, his death will serve as one of the driving factors for her to find Bernadette Fontaine/Crimson Spider [OC belongs to GeekyCookie1] as Cleo wants to bring her mother closure [when Jolene is grieving, though this could have been a ploy by her to get her daughter to feel worse about herself].
Because of this, Lance will continue to reoccur throughout the rest of the book, mostly as Cleo's hallucinations, but also in the form of people's own flashbacks. More so, if I do decide to create a prequel to Edge of Great, he will definitely appear in the prequel and he'll be just as annoying as he is in Edge of Great.

Jolene Monroe - Their relationship is somewhat complicated as Lance appears to be in love with his wife as evident in their early interactions. The two seem to have a healthy relationship as the couple appear to be on the same page about a lot of things, namely how to address their daughter's behavior. At the surface level, one could claim the two did genuinely loved each other.
But as the first act progresses, it soon becomes apparent he fell out of love with Jolene during the three years that were spent together in their marriage as Lance ends up in an affair with Audrey Bourgeois.
Yet from his meeting with her, it can be implied he has seem to lost respect for his wife as he chuckles when Audrey insults Jolene and Lance does nothing to stop her. In fact, their meeting seems to implies that he doesn't genuinely see Jolene the same way that he did three years ago as Lance has no problem going behind his wife's back to continue his affair with Audrey.
Despite losing feelings for his wife, he does care about her since he considers Jolene's wellbeing as he believes "clearing his name" will get her "to love him again" {Chapter 4}.
Yet, this could also be his way of trying to assure himself that Jolene would come to be in his possession while he "continued" his affair with Audrey [had things gone to plan & if his redemption speech at City Hall hadn't been interrupted by his stepdaughter, Max and Bernadette {OC belongs to GeekyCookie1}]
As Lance dies at the hands of Bernadette Fontaine/Crimson Spider [OC belongs to GeekyCookie1] by the near-end of Chapter 5, their relationship ultimately ends on unresolved terms since he never apologized to his wife.
However, since Lance's death, Jolene's quick ability to move on from him also seems to imply that she was cheating on him and simply grew bored with him. It is then clear the two were simply faking their own affections for each other as their love simply fizzled as a result of their quick marriage.
Cleo Monroe - While it is stated that Cleo strongly disliked him upon first meeting him, Edge of Great [or the opening chapter, at least] seems to indicate their relationship has soured since his marriage to Jolene. This is further supported as Lance has gotten to the point where he uses physical, emotional and verbal abuse tactics to get his stepdaughter to respect him.
But when Lance learns of his affair with Audrey Bourgeois being publicly known and he comes to realize his stepdaughter played a role in exposing the act, the end of Chapter 3 reveals a turning point in the way he viewed her.
By being forced to deal with the consequences of his actions for the first time and being in a drunken state, Lance naturally starts looking for something to blame when he soon finds he doesn't need something to blame but rather someone. Upon recalling the note she left him and looking at a old wedding photo with Cleo as the flower girl, it's the buzz of the alcohol mixed with his need for revenge, he ultimately starts to despise her very name.
Plus upon throwing the dagger at framed photo of Cleo's forehead, this also seems to be the first indication he is potentially willing to even kill his stepdaughter, if it meant getting his revenge against her. This idea is further supported by his last quote(s) at the end of the third chapter for Edge of Great [which is shown in Lance's quote sections for your convenience].
Their relationship ends up taking another turn as Lance's method for getting her to fear (or respect) him has started to lose its effectiveness on his stepdaughter as Cleo is able to gain enough courage to hold her ground and defends herself against him in the midst of the fourth chapter for Edge of Great.ย
He initially laughs off her attempts as Lance didn't take her seriously but as she starts to talk about how he was "worthless and a joke" as he was "so desperate to try anything," it isn't until Cleo ends her 'speech' by saying he essentially "stood for nothing" that Lance starts to feel threatened by her as she had used his insecurities against him.
As such, the idea of him potentially wanting to kill his stepdaughter starts to resurface as Lance verbally states "that pretty mouth of yours is going to get you killed someday" before Lance adds "maybe, I can arrange that." With this line now being spoken, Lance starts to consider the possibility of killing her.
However when Cleo exposes him in the midst of his redemption speech at City Hall in front of his audience, everyone else [who thought of him to be a hero] comes to know him as a liar and a con artist [among other things]. As such, his relationship with Cleo now takes a third turn as Lance ends up losing everything, including the respect Paris had for him with people even throwing stuff at him!
With his downfall upon him, Lance run with his badge and escapes the idea of going to jail, only to immediately spot his stepdaughter, who [in the moment] is quite smug as the girl tries to get Lance to "owe up to his consequences [by] giving up [his] badge," a order he has no intention to follow.
Yet it is particularly here that as he has a conversation with the girl, he mocks Cleo by claiming "[it] was only the beginning as [she and those pathetic friends of hers] have only just touched the surface of what [he] did," seemingly losing his sanity as he then sees his stepdaughter as a legitimate threat as she was primarily responsible for his downfall.
As such, the idea of killing Cleo once again resurfaces for Lance the moment he tells her that "the first thing [he is going to do upon getting his revenge against his stepdaughter] is take his time killing [her]" as he verbally threatens to end her life before he concludes his threat to Cleo [as shown in his quote sections for your convenience, which is known as the follow up response to this quote].
This realization creeps in the back of his mind as Lance then smirks at his stepdaughter in his akumatized state before greeting her at the end of the fourth chapter as his desire to get his revenge on her has now cemented itself in his mind.
During his time as Sharpshooter during the fifth chapter, Lance seems to carry over his anger towards her, only now it's intensified by Hawkmoth's akuma. While Lance may harbor his anger towards the girl as a byproduct of his akumatization, he makes it clear that he is "choosing to act like this." But more so, he is more eager in getting his revenge against her as Lance wants to see what he "can do" to ensure Cleo "reaps what she sow."
This mentality of "reap what you sow" comes up time and time again for Lance in his akumatized state as he fails to get revenge on her the first time as the heroes and Ice Queen [former akumatized villain name belongs to GeekyCookie1] intervened in his quest.
However when Lance [as Sharpshooter] meets with his stepdaughter again, he is once again faced with his insecurities as Cleo relentlessly mocks him. As such, he places a tracker dart on her but in spite of this, he manages not to only get outsmarted by her but endure her taunts as well. This ends up occurring as his stepdaughter works with Ladybug to lure him into the Bourgeois Hotel, where he is then deakumatized by the heroes.
The previous events [his affair being exposed, his lies being exposed, losing control over his stepdaughter, no longer being respected, etc.] plus losing the akuma that essentially made him feel empowered adds up in as he drags Cleo away from Poppy Bourgeois [OC belongs to GeekyCookie1] and Celestia Lesbianne [OC belongs to GeekyCookie1], as the two go after them to retrieve his stepdaughter from him.
It is here in the process of dragging his stepdaughter, who attempts to free herself from his grasp, the idea of killing Cleo fully cements in his head. Up till then, this idea of his has gradually grown from being a possibility to a reality. To him, Cleo is the source of his problems and by ridding himself of her, Lance can then find another way to make himself known in a positive light.
As such, Lance starts implementing his plan to kill her the moment he harshly pushes his stepdaughter onto the ground. Whatever positive (if any) emotions he initially had towards the girl has ceased when he tells Cleo, he "should have done this when we first met," before taking out a knife as he smirks in her direction.
Once again the mentality of "reap what you sow" resurfaces as he throws this phrase in Cleo's face before grabbing her and slashing the girl across her face. As he throws Cleo back onto the ground, it is implied (or at least, I hope it's implied) that Lance has been gradually losing his sanity from the events going on.
As such, his perception on Cleo and their relationship as a whole escalates in the worse way as the two engage in this 'predator vs. prey' kind of situation in which Lance takes on this predator approach towards his daughter as he continues to inflict harm by not only slashing her arms, but upon mocking her. Furthermore, he takes full pleasure in seeing her fear, especially when she starts to plead for him to stop.
Knowing he has no desire to stop, Lance has now fully neglected his stepdaughter's own wishes as he stubbornly persists she would "get what is coming to [her]" as he would [at last, get] "his revenge and end this." However, this method too starts losing its appeal as Cleo ends up not only kicking him [which causes his knife to fall out] but upon grabbing his weapon, she ends up grazing him on his left arm.
While Lance manages to push her back onto the ground and cause her to drop his knife,
he starts to process the fact she "made [him] bleed," and once Cleo remarks he "had it coming," to which he officially snaps by going straight for her throat but when she rolls over, he got her right arm gazed before he fell.
When Cleo stands up [after she trips on her foot brace, which he installed on her], she then begins to run away from him, angering Lance as he orders the girlย to "come back here" as he would "find her," to which Lance does attempt to look for her in an effort to finish her off.
However, their relationship will end on unfinished terms as Lance will die at the hands of Bernadette Fontaine/Crimson Spider [OC belongs to GeekyCookie1].
As such, Lance is never able to fulfill his promise of getting Cleo to reap what she sowed while Cleo will never get an apology from him for the three years of abuse and torment he put her through, including the attempted murder.
The two will never get what they want out of the other, but it becomes clear that neither one will truly forgive the other for essentially ruining their life [he blames her for his life going wrong while Cleo blames him for never being the parent she had needed. Though in her adult life, she will blame him for contributing to her being diagnosed with PTSD as the attempted murder serves as the first out of several incidents she experiences in her junior year of high school].
As a result, their relationship will then end on a bitter but unresolved note.
Personality:
At a surface level, Lance presents himself as a charismatic figure of authority, but that is only how Lance thinks of himself as a "god-like" figure, further shown in the way he challenged Poppy Bourgeois [OC belongs to GeekyCookie1] in the second chapter in a clear display of unauthorized (and abuse of) power, given to him by Andre Bourgeois.
In reality, Lance is nothing more than a joke. This idea comes into focus time and time again from various characters, even from those who were presumed to be his "allies" get a moment or two to laugh at the sheer stupidity that he is. As described by Lila Rossi, he is "not the brightest cop" as "he's an idiot like the rest of the people in Paris," implying a interesting fact in the way Lance perceives himself.
Time and time again, Lance continuously tells Cleo that she has "no makings" of being a cop, but when Bernadette [OC belongs to GeekyCookie1] points out his title to him then proceeds to state "maybe the title of Captain wasn't meant to be," it's a subtle dig at his character as it implies that Lance got the title due to illegitimate reasons. As such, then, the title in itself is not earned but rather, one he is able to flex out of corrupted reasons.
Furthermore, Lance seems to hold no remorse for his actions. In fact, his "redemption speech" is a mere ploy designed to get Paris [and Andre] back on their good grace in the hopes Lance can keep the "reputation" he had earned prior to the "allegations" against him.
As such, his inability to get caught prior to the third chapter and onwards could hint at his arrogance as well as his own need to obtain more power and attention as he has this belief that he'll never get caught. This belief then translates as Lance having a complex, god-like ego to the point where he casually abuses the power given to him and get away from the consequences [which would later catch up to haunt Lance].
As an individual, Lance is someone who relishes the idea of being in control. He does so in the way he singlehandedly maintains a relationship between two married women in Paris [Jolene and Audrey], which is implied to have been going for some time through a few, subtle hints.
It is also implied that Audrey may not be the only person he had an affair with as this idea comes from Cleo's own reaction when Bernadette [OC belongs to GeekyCookie1] asks her how she felt about the situation. It is interesting to note the way she responds as Cleo says "I can't really say I'm surprised" as she proceeds to dismiss her response as "not important," signaling Audrey wasn't the first person whom Lance had an affair, but rather, the first woman that would get him caught.
With his need for control, Lance has developed a large ego and this has played a major role in how he perceives the situations around him, especially when the situations deal with his stepdaughter, Cleo. When his ego is threatened [numerous times, in fact, by his stepdaughter and others], Lance has a tendency to react with anger, especially in the moments where he is caught in the act of his lies and deception.
As such, Lance becomes increasingly obsessed with the concept of "revenge" and it is this own revenge towards his daughter that blinds him from truly making an genuine effort to make amends. Because of this, his inability to change ultimately leads to not only his own downfall, but also plays a role in his death as Lance dies at the hands of the unnamed killer [whom the public now knows as Crimson Spider, with the killer's name belonging to GeekyCookie1].

While Max and Bernadette [OC belongs to GeekyCookie1] are indirect causes to his akumatization for different reasons [Max played a role in getting his lies exposed, much like Bernadette [OC belongs to GeekyCookie1] but she also play a role in exposing his affair {she's actually the one who had release the information to the media outlets but Lance believes Cleo was the one behind this}, Cleo is the direct cause.
Cleo ends up being "responsible" in the sense Lance also has pent up anger from the few events that have occurred. Lance blame his affair with Audrey Bourgeois revealed to the public on her as he wrongly believes she was the one who leaked the evidence [when it was really Bernadette, OC belongs to GeekyCookie1]. However, she did play a role in his affair being exposed, so regardless, the blame still goes to her.
Furthermore, Lance blames his lies being exposed and his redemption speech failing on her [even though Max and Bernadette, who belongs to GeekyCookie1, also played a role in his downfall] as Cleo was the one who not only made the evidence public, but she had also proceeded to reduce his reputation, which led to people seeing him for who he truly was: a liar and a fraud.
Because of these reasons, Lance ultimately holds a grudge against Cleo the most as he feels the need to get his revenge against her and it is his stepdaughter, who led him into getting akumatized by Hawkmoth... even though, in theory, Lance should have also been upset with Max and Bernadette [OC belongs to GeekyCookie1] at the same degree, but he was solely focused on Cleo in the moment.
Reason for his akumatization
While some can speculate that he became akumatized from his redemption speech [the one meant to act as his "saving grace" to "clear his name"] coming undone by Cleo and her friends [Max and Bernadette, who belongs to GeekyCookie1], this incident only play a significant role but it is not the main reason for his akumatization.
In reality, Lance gradually developed pent up anger from the previous events. His rage first begins after Lance sees his affair with Audrey Bourgeois become known to Paris by Cleo and Bernadette [OC belongs to GeekyCookie1] as he read the note the two had left behind for him.
Then as his stepdaughter challenges the logic in his redemption speech and proceeds to claim he "stood for nothing" in the midst of her stance to defend herself against him, he doesn't feel threatened but the impact from her words are there. So when Cleo and her friends expose him at City Hall, he has a mental call back to this moment.
In that moment when Cleo tries to get the badge from him, Lance also has his gradual anger towards his stepdaughter, who he believes to be the source of his problems as he thinks his stepdaughter is responsible for everything that went wrong. So while the City Hall incident did play a major role in his akumatization, it is ultimately his desire to get his revenge on Cleo that leads him to get akumatized.

It is then that Sharpshooter is still able to get a small victory as he uses a dart to drain Chat Noir of his super power and almost succeeds in grabbing his ring when he is punched by Snow Drift, who belongs to Sci-Briana14, as the heroine proceeds to heal her partner from potentially dying]
Miraculous Ladybug - neutral enemy [not much can be said here; he just generally has a thing against her as she stands in the way. Sharpshooter does get annoyed by Ladybug when it becomes apparent to him that she and his stepdaughter led him to a trap, which ultimately led to his defeat]
Powers and Abilities
Draining Darts - As shown in Chapter 5 when Chat Noir is hit by the dart [having taken the dart for his teammate, Snow Drift, who belongs to Sci-Briana14], the dart is capable of absorbing a hero's superpower and essentially 'drains' a person's energy to the point of unconsciousness. Furthermore, the dart would have affected Snow Drift [OC belongs to Sci-Briana14] had Chat Noir not taken the hit.
But while the use of "Lucky Touch" [Snow Drift's super power belongs to Sci-Briana14], can restore a person's health as she was able to restore Chat Noir's health prior to the dart making him unconscious, the heroine's ability cannot restore a hero's super power as Chat Noir still could not access "Cataclysm" [as Sharpshooter got a hold of his special power]. More so, Cataclysm had still counted against Chat Noir as his detransformation process was starting to come into effect.
Tracker Dart - As shown in Chapter 5 when Sharpshooter successfully implemented the dart in Cleo, he was able to pick up on her location, which she can sense as the "ringing in her ears." Unlike the Draining Darts [which made Chat Noir briefly unconscious], the tracker dart doesn't seem to have the same effect.
As shown when the dart first hit Cleo, she felt dizzy and for a few moments, she had also struggled to keep herself balanced but this gradually seems to clear up moments later as he starts to track her. The effects on Chat Noir and Cleo could be influenced by his own emotions as Chat Noir was of no use to him while Cleo had to be alive in order for him to get a hold of the remaining two heroes [unaware his stepdaughter was leading him to a trap set by Ladybug and everyone inside the Bourgeois Hotel].

I. Andre Bourgeois - this is mainly one sided on Andre's end as Lance is only using him to have more power in the city. In reality, Lance doesn't really care for Andre and this is shown when he held no regard towards the mayor as he continuously had an affair with his wife.

As the character is permanently dead, the facts shown here will mainly be a callback and/or reference to the first five chapters of Act I while I go more in depth. In addition to this, some of these facts will be generalized as well.
1. To sum up Lance's character as a whole, he can be described as a idiotic, pathetic man who got what was coming to him. He is a two-faced character [though he's mostly just a one-dimensional character at best] whose only purpose is to simply drive the plot in my book, Edge of Great.
2. It was always a notion, Lance was going to one of the first victims in Edge of Great as I knew early on how I wanted his characterization to go. His death, as such, can be seen as foreshadowing by Audrey herself in Chapter 3 when she remarks that "mouth of [his would] get [him] killed some day" and as it would turn out, Lance's remark to the killer [whose name is revealed as Crimson Spider (name/character belongs to GeekyCookie1) at the end of the end of Act I] in Chapter 4 ultimately sealed his fate as he couldn't keep his mouth shut.
3. Lance's face claim, voice claim and cartoon claim are all up to interpretation, unless someone wants to give an suggestion.
4. Fun fact: Lance is one of the characters who gives me secondhand embarrassment as he is followed by Jolene Monroe, Cameron and Soren Chandler. As such, if I must suffer in writing him, so must you. So if you got embarrassed in the handling of his character, then it was completely intentional as he is purposely designed to be an idiot, who is only living [or rather, he did live] from his corrupted ways.
5. Interesting but not-so-much fun fact: I got his bio page done by using five chapters in Edge of Great. The bulk of his character is essentially done, so if you made it this far, then you should be relieved to know Lance will only appear as flashbacks or Cleo's own hallucinations but besides that, he won't appear outside of the range.
