After activation, the soulmates must complete the bonding ritual.

1. Activation brings extreme pain.

2. When the marks sense their match by being close in proximity,  preferable next to each other, a magical binding process happens to cement the strings.

3. Soulmates will visibly witness swirls of colors around their soul marks to indicate what they mean to each other.

Red -gold passion
Blue -protection
Yellow - friendship

Soulmates can then decide to accept or reject the bond or be what the other needs from them.

It can be documented, but if not, the process will be supernaturally documented on the system for retrieval, especially of the noblest citizens.
