TO THE COMMUNITY,

On June 25th, 2006, a ball was hosted by the Volturi Coven in hopes of bringing our immortal community together. During the span of the night, a previously undisclosed foe that was not invited into the event infiltrated the guard, resulting in the harm of River Acastia, the recently turned mate of Aro, Caius, and Marcus Volturi. Due to the events and threats spoken, the vampire Andrei is now considered a threat to the community and warrant for his arrest and execution has been issued.

This is not the first crime Andrei has committed. Due to the nature of his gift presentation and the sensitive matter of his kidnapping and imprisonment of River Acastia months before she first met The Volturi Kings, an official address was not issued in order to protect the community as a whole. This is not the first infiltration of the Volterra castle. Months prior, the guard Alec Volturi had his memory of the infiltration wiped, which resulted in extreme confusion and distress to our Coven. This realization of the nature of Andrei's power lead this decision in keeping the matter completely private, as any vampire who tries to go after him could be affected.

Unfortunately, the scale of Andrei's powers are severely damaging to the mind, and thus Vampires are cautioned against confrontation or skin-to-skin contact. He can wipe your mind completely and has already demonstrated his ability to do so.

Andrei's intentions have been clear from the very start. He does not care about a mating bond between Coven Masters, he only cares about power. Do know, with witness, Andrei admitted to treason against the Volturi Coven and against Vampires as a whole, telling guests that he would be their Master. He said he would 'remake' them. This is in reference to the complete deletion of one's memory and remolding you into a new person. This is a violation of Vampire Rights.

For two thousand years the Volturi have worked to keep our community safe. Every action has been to protect the nature of Vampires so we can go on to live our normal lives. An attack on the Queen is an attack on the Volturi Coven, and therefore may this letter serve as a call to arms and a declaration of war. Covens who have treaties with the Volturi Coven must report to Volterra within three months and may be required for investigative skills and guard work.

Any member of the community who feels unsafe in their current territory may report to Volterra for security checks and a place to live temporarily.

Due to the treasonous actions of Andrei, any Vampire, Shifter, or Human who remains to be in contact with his entity will be promptly executed upon discovery. Due to the exposure risk of his methods of kidnapping and murdering human women within short periods of time, any Vampire, Shifter, or Human who withholds information about his whereabouts or individuals who are keeping contact with him will be, depending on the nature of the information withheld, warded to an ally Coven or executed. A trial will take place and witnesses may be called in one's defense or conviction. Any information regarding Andrei may be sent to the number listed below or by physical or electronic mail.

This war will be impactful on the community. Money and resources are available to those who are in need of such. Those who wish to shelter in Volterra still may not hunt in the city, but can hunt in the surrounding cities and towns.

The Volturi do not often declare war.
