This is Milu! He's the god of the dead and rules over Lau-o-Milu, the underworld of Hawaiian mythology. In one of the only myths he's featured in, he's tricked into pulling out his eyes and handing them over to a chief who was looking for the soul of his dead wife, and the chief used that as ransom for his dead wife's soul. So basically, Milu wouldn't get his eyes backs until he revived the chief's wife.
