Phobos is the personification of fear. He's ruthless, sadistic, and thrives off of people's fears. He's an exceptional fighter, especially alongside Deimos and Adrestia. However, he is still his mother's son, and there's a caring and loving side to him that only comes out when he's with people he loves.
When he decides that someone is worth his time, he gives it his all. He will do anything and everything just to make sure the people he holds dear will always be safe and protected, which is shown when he's with Bucky.Β
At first, he saw Bucky as a play-thing; because of Bucky's (or in this case, the Winter Soldier's) ability to bring fear into anyone he comes in contact with, Phobos decides to watch and follow him around, pretty much considering him as entertainment. But as time passes and Phobos realizes Bucky's predicament, he begins to want to protect him and take him away from HYDRA.
Phobos is often blinded by rage. He's got issues with controlling his emotions, which often leads to him accidentally hurting people with his powers. But surrounding himself with humans has definitely mellowed him out.

I've always been a huge nerd for Greek Mythology, and I had this sudden thought of pairing one character from the MCU to a Greek god. I started with picking out the god I wanted to use, and once I stumbled upon Phobos, I just knew in my gut that I wanted to pair him off with Bucky.
I actually wanted their love story to be darker and more mature than what I've written and published. Because of Phobos' ruthless nature, I wanted to have him a little bit more evil and actually kinda "torture" Bucky at first. Then I thought of how he was still Aphrodite's son and so I held back. Their love story was definitely a bit toxic at first, but with how much time they've spent together, Bucky was able to break down Phobos' walls.
As for his abilities, at first I didn't know how to perfectly visualize it. I know it's got everything to do with fear, but I wanted to spice it up a little. It was actually going to be visually similar to how Wanda's powers manifest (except, you know, in black instead of red), but luckily I was reading Twilight fanfictions at that time and realized that Alec Volturi's powers could be a great visualization of Phobos'.
PJO also somewhat influenced how the Greek gods act in this book. A little more mature of course, but it helped.Β
