Rylee's POV

So I was in my room drawing when I heard a knock on my door. "Open." I said to whoever was on the other side and it opened and it was Dad.

"Hey, sunshine." Dad says as I smiled at the nickname as I've had that since basically me and him met. "The Secretary Ross is coming and you need to come with." Dad says as I groaned a little clearly never liking Ross over the years.

"Fine." I say as I followed Dad but before grabbing my drawing stuff and then following Dad. Do you want a teenager bored?

“Five years ago, I had a heart attack. I dropped right in the middle of my backswing. Turned out it was the best round of my life, because after thirteen hours of surgery and triple bypass...I found something forty years in the Army had never taught me: Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked our lives...but while a great many people see you as heroes, there are some...who would prefer the word ‘vigilantes’”.

I rolled my eyes at him wanting him to shut his little mother fucking mouth.

"....and what word would you use Mr. Secretary?" I ask him as I grabbed a donut and after I said that I put it in my mouth.

"Ah, Miss Rylee, colonels daughter. The fifteen year old beauty yet no self control-" Ross went to finish but Dad cut him off.

"Enough, Mr. Secretary." Dad says as Shady Ross stopped talking and nodded his head. I looked back at Dad and he nodded and I smiled a little. He can get a little protective of me.

The older man smirks before giving his response. “How about ‘dangerous’? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will whatever they choose and who, frankly, seem unconcerned about what they leave behind?” Ross activates a screen behind them. News footage from past Avengers and SHIELD matters flash on the screen as he speaks: ‘New York.”

A Chitauri leviathan. Terrified citizens. A soldier firing a gun. The Hulk smashes into a building and sends a dust cloud to engulf the camera, cutting off the footage. Rhodey lets out a distressed sigh, letting his gaze fall to his lap.

“Washington D.C.”

The three insight helicarriers, firing at each other. The destroyed Triskelion. A helicarriers crashes into the Potomac and throws up a massive wave, engulfing citizens and the camera. Sam looks down grimly, as me and Natasha shaking our heads, growing angrier and angrier by the second that he was talking.

“Sokovia.”

Terrified citizens, running. The city is rising. A building falling over. Wanda continues to stare at the screen with a guilt ridden expression, as does Tony, his aging features pulled down into a scowl.

“Lagos.”

The burning building. Paramedics moving a body. A dead girl. Wanda let out a tiny gasp, her painted nails fleeing to the palm of her hands. Steve notices this, intervening before anyone severe mental damage could be done. “Okay. That's enough.” Steve says Ross complies with Cap's wishes, nodding at his assistant to shut off the gruesome footage.

"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He places a thick document on the desk and passes it to Wanda.

Ross' assistant gives him a thick book which he then slides to Wanda. She picks it up and hands it to Dad.

"The Sokovia Accords. Approved by 117 countries . . . it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary." Ross says rambling as this horseshit going around. Which I think is stupid in my opinion.

"Permission to speak." I say raising my finger as I felt the others look at me like I was mentally crazy. I looked at Ross and he nodded his head. "The Avengers were formed to make the world a safer place. I feel they've done that." I say defending the others that is basically my family.

"Tell me. Rylee, do you know where Thor and Banner are now?" Ross asks me as I looked at him meeting his stupid ass eyes.

"If I misplaced a couple of 30 megaton nukes....you can bet they'd be consequences. Compromise. Reassurance. That's how the world works. Believe me this is the middle ground."

"So there are contingencies." Dad says as I gave him the rest of my donut and he ate it after he finished talking.

"Three days from now the UN, meets in Vienna to ratify the Accords." Ross says as Steve glances at Tony as I glance at Natasha for some reason.

"Talk it over." Ross says as before he leaves Aunt Natasha speaks up.

"....and if we come to a decision you don't like?" Natasha says as Ross turns back to her.

"Then you retire." He flatly says before he leaves as Nat has a smirk on her face. I grab another donut and shove that in my mouth going to completely ignore the upcomimg 'adult' conversation as Uncle Tony calls it.

The rest of the Avengers are still here Steve is sitting studying over the Accords as I leaned my head onto his shoulder. We had a conversation about random things because he asked how school was going.

"Secretary Ross has a Congressional Medal of Honor, which is one more than you have." Dad says arguing with Sam as I walk towards to Uncle Tony with a donut in hand.

"I brought you this if you want it?" I saybas I handed it to him and without saying anything he grabbed it and shoved it in his mouth as I smiled before going back to Steve.

"So let's say we agree to this thing. How long is it gonna be before they LoJack us like a bunch of common criminals?" Sam says as I sighed before going to the kitchen and grabbing me a can of soda and Steve a glass of water, before walking back to Steve and handing him his water.

"Thanks, Ry." He says as I nodded my head at him. "At least you aren't arguing with anyone." I say then giving Dad and Sam a side-eyed look before looking back at Steve.

"117 countries want to sign this. 117, Sam, and you're just like, "No, that's cool. We got it." Dad says as I stopped listening to them because obviously they weren't paying attention.

I could like go rob a bank and come back and they'd still not notice me. This is typically how Dad and Uncle Tony's arguments go, though I have Pepper to go to but her Uncle Tony are on a 'break'.

Third Person's POV

"I have an equation?" Vision says as everyone stops and looks at him well besides Rylee as she has her headphones in.

"Oh, this should clear it up." Sam says sarcastically as Vision continues what he was going to say.

"In the eight years since Mr. Stark announced himself as Iron Man, the number of known enhanced persons has grown exponentially. And during the same period, the number of potentially world-ending events has risen at a commensurate rate." Vision says as Steve looks at the android confusedly.

"Are you saying this is my fault?" Steve says as Rylee is right outside the door as she got bored continuing to hear thr argument.

"I'm saying there may be a causality. Our very strength invites challenges. Challenge incites conflict. And conflict . . . breeds catastrophe. Oversight . . . oversight is not an idea that can be dismissed out of hand."  Vision says as Rhodey looks up and looks at the androids.

"Boom." He says his favorite word that Rylee thinks is annoying. Tony is sitting on the couch his hand over his face as he is slouching. When Natasha speaks he looks at her.

"Tony. You are being uncharacteristically non-hyper-verbal." Natasha says as Steve looks up from what he's been reading as he was the only one to notice Rylee's absence.

"It's because he's already made up his mind." Steve says sarcastically like Rylee does like all day. Rhodey looks at him in disbelief that the Captain was sarcastic but didn't question it.

"Boy, you know me so well." Tony saus as he gets up and winces, rubbing the back of his head. "Actually, I'm nursing an electromagnetic headache." He finishes as he walkd to the kitchen and grabs a mug.

"That's what's going on, Cap. It's just pain. It's uncomfortable. Who's putting coffee grounds in the disposal? Am I running a bed and breakfast for a biker gang?" Tony says as he puts his phone in a basket and taps it. The phone projects an image of a smilimg young man. He looks down, then back up, and pretends to notice the picture for the first time.

"Oh, that's Charles Spencer, by the way. He's a great kid. Computer engineering degree, 3.6 GPA. Had a floor level gig at Intel planned for the fall. But first, he wanted to put a few miles on his soul, before he parked it behind a desk. See the world. Maybe be of service. Charlie didn't want to go to Vegas or Fort Lauderdale, which is what I would do. He didn't go to Paris or Amsterdam, which sounds fun. He decided to spend his summer building sustainable housing for the poor. Guess where, Sokovia." He says as the others look affectec by this as they don't know what to say.

"He wanted to make a difference, I suppose. I mean, we won't know because we dropped a building on him while we were kicking ass." He says as he takes a pill with some coffee then faces the others.

"There's no decision-making process here. We need to be put in check! Whatever form that takes, I'm game. If we can't accept limitations, if we're boundary-less, we're no better than the bad guys." He says to the group.

Steve was the first one to speak out of the others. "Tony, someone dies on your watch you don't give up." The Cap says as Tony gives the man a look.

"Who said we're giving up?" Tony says to the man.

"We are if we're taking responsibility for our actions. This document just shifts the blames." Steve says as Rhodey looks at him.

"I'm sorry. Steve. That - that is dangerously arrogant. This is the United Nations we're talking about. It's not the World Security Council, it's not SHIELD, it's not HYDRA." Rhodey says to the man.

"No, but it's run by people with agendas, and agendas change." Steve replies back to Rhodey.

"That's good. That's why I'm here. When I realized what my weapons were capable of in the wrong hands, I shut it down and stopped manufacturing." Tony says as everyone now stands up minus Natasha.

"Tony, you chose to do that. If we sign this, we surrender our right to choose. What if this panel sends us somewhere we don't think we should go? What if there is somewhere we need to go, and they don't let us? We may not be perfect, but the safest hands are still our own." Steve says as he and everyone else continues to argue about this." Steve says as now he sorta wished he went with Rylee.

"If we don't do this now, it's gonna be done to us later. That's the fact. That won't be pretty." Tony says now taking a notice of his niece's absence.

"You're saying they'll come after me?" Wanda asks finally, as Vision looks at her.

"We would protect you." Vision says.

"Maybe Tony's right." Natasha says as Tony looks at her surprised as she never had agreed with him at all.

"If we have one hand on the wheel, we can still steer. If we take it off-" Natasha says as Sam mow cuts into what she's saying.

"Aren't you the same woman who told the government to kiss her ass a few years ago?" Sam says with a smile on his face like he's proud of what he said.

"I'm just . . . I'm reading the terrain. We have made . . . some very public mistakes. We need to win their trust back." Natasha says as Tony waved his finger at her before talking.

"Focus up. I'm sorry, did I just mishear you or did you agree with me?" Tony says confirming what he just heard from the woman.

"Oh, I want to take it back now." Natasha says as Tony shakes his head at her.

"No, no, no. You can't retract it. Thank you. Unprecedented. Okay, case closed--I win." Tony says as Steve's phone buzzes and he pulls it out you check it. A text reads, 'she's gone. in her sleep'.

"I have to go." Steve says as he gets up sharply and drops the Accords on the coffee table and goes downstairs.

Rylee takes out her headphones and follows the man. "Steve?" She says as she got to where he was and he brought her into a hug.

"She's gone, Ry." Steve says as she rubs her back letting him talk. It didn't take Rylee long enough to know who he was talking about. Rylee had asked if he had a girlfriend a while ago and he basically told her a story about a woman, she'd like, now.

Peggy Carter.

Rylee feels as if she got close to the woman from what Steve would talk about. That and she had meet Peggy a couple times over the years.

Peggy said she really liked Rylee's smile and her sarcastic jokes and comments as Steve said thay he could see a lot of Peggy inside Rylee.

A year and a half before

At the Compound Rylee is having a jam session as she is cleaning her room as everyone else is doing their own thing, and being gone. A knock on her door broke Rylee out of her session, as she stopped her music and walked to the door and opened it. She saw Steve.

"Hi?" Rylee says not expecting the man at her door and he had a small smile which made her even more confused. "Why are you in a good mood?"

"Well I'm going to see a friend, and you are welcome to join. I asked your Dad and he said you could come. That is if you want?" Steve says as Rylee let the man inside her room and he sat onto her bed.

"I don't want to be weird with you too. I mean a teenager with uh... two other people." She says avoiding calling him old as he had a smile on his face as he was a little expecting it.

"It won't be that bad, I promise." Steve says as Rylee finally agreed to do this. Whatever the said soldier was talking about.

"Fine but can we get food. There is nothing downstairs, that sounds appetizing." Rylee says as Steve chuckles as he nods his head.

At the hospital

Steve brought Rylee to see Peggy as she lies in her bed, sick from the Dementia.

"You should be proud of yourself Peggy." Steve says as Rylee looks at Peggy's family photos by her bedside table showing her husband and children. She sadly smiles at the pictures.

"Mm. I haved lived a life. My only regret is that you didn't get to live yours." Peggy says as Steve looks sad as Peggy looks at him as does Rylee.

"What is it, Steve?" Rylee asks the man as she is on the other side of Peggy by her bedside table.

"For as long as I can remember, Ryles I just wanted to do what was right. I guess I'm not quite sure what that is anymore. I thought I could throw myself back in and follow orders, serve. It's just not the same." Steve said honestly to Rylee as she nods her head at him understanding what he's talking about.

Peggy chuckles at what he said as Rylee smiled as she goes to get herself a cup of water.

"You were always dramatic. Look, you saved the world. We rather....mucked it up." Peggy says as Rylee listens what she's saying.

"You didn't. Knowing that you helped found SHIELD is half the reason I stayed." Steve says as Peggy took his hand.

"Hey. The world has changed and none of us can go back. All we can do is our best, and sometimes our best that we can do is to start over." Peggy says as she begins to cough and Rylee hanged Steve a glass of water and goes to hand it to her.

"Peggy." Steve says as Peggy looked at him and Rylee like she just met them.

"Steve?" Peggy says as Steve looks at her as Rylee is behind him casually taking a sip from her drink.

"Yeah." Steve says as Rylee sits on the edge of Peggy's bed as Steve has hand on her shoulder.

"Your alive! You...you came, you came back." Peggy says in almost a whisper as Rylee gives Steve a sad look.

"Yeah, Peggy." Steve says as she begins to cry. Ryler feels a couple tears welling up in her eyes as she wipes them away.

"It's been so long. So long." Peggy says as Rylee looked at Steve with a small smile.

"Well, I wouldn't leave my best girl. Not when she owes me a dance." Steve says as Rylee smiles at what he said.

Present

"I'd say you can come to the funeral but you have school. Also, your father wouldn't let you go either way." Steve says as Rylee pouts a little at hearing that. Her and Steve have gotten close over the years as she leans her head onto his shoulder.

"Yeah, it's because he's no fun, and boring." Rylee says as Steve chuckles at what she said about her father.

"I promise I will tell you everything about it, okay?" He says to her as he nods his head as he gives her another hug. Before he leaves.

After Steve left Rylee makes her way back to everyone else and yet to her surprise they're done arguing. As they stopped when Steve left.

"What happened with Steve?" Sam asks as he sits onto the table looking at the teenager.

"Peggy. She died in her sleep." Rylee says as Sam now has a sad look on his face at what she said.

"Where is the funeral?" Sam asks Rylee looks at him.

"Somewhere in London." Rylee says as Sam nods his head before she follows her father and Tony.

Rylee went to the kitchen in the Compound and made herself a sandwich and opened a can of dr pepper and took a nice long swig of it. She took a deep breath thinking about Peggy. She doesn't say anything as she finishes her sandwich and soda, as she doesn't know what to say in the meantime.




okay, i know i said that I would start spiderman: homecoming for this chapter but i changed my mind. i'm still doing it but doing the parts of Rhodey in civil war. If that makes sense. Then afterwards I will be starting Spiderman: homecoming.
