The Champion of Hope and Ash

The Agents all looked as Issei he said those words. Issei, the kind-hearted perverted courier that always delivered their packages did such a thing?

The Divide, 2276, approximately a year before the first battle of Hoover Dam

The screen showed a figure dressed in a trench coat with a gas mask, braving the harsh heat followed by a two-headed hauling a wagon filled with some goods. A younger Issei Hyoudou, around 17, dressed in a similar trench coat, removed his gas mask, revealing a pair of hopeful brown eyes sparkling with life as he saw an old city and some people waving at them.

"We're back," the older figure said as he removed his mask, revealing a man with brown hair tied into a mullet and an eyepatch with scars on his face.

"Yep! And the supply lines we carved should reconnect Hopeville and Ashton with the NCR and the Mojave," Issei said with a smile as the eye-patched man chuckled. "Come on, Old man! We have some deliveries to make!" securing the rifle slung on his back, Issei held the handle of the reigns of the Bramin and gently guided them on horseback.

The shift in Scenery of a small city compared to what was shown just moments ago sent a mental whiplash to all members of the Audience in their seats. Issei Hyoudou sat next to Ed-E and the Proxy twins.

"COWBOY!" Billy cheered, trying to forget about the not-so-beautiful sight they had seen moments before.

"Cowboy," Anby repeated, raising her hands. What? She was a fan of cowboys and cowboys were awesome!

"So, you had soldier training?" Zhu Yuan asked from beside Wise, taking a peek at the courier. She noticed his body language, and while not as pronounced, he was similar to some soldiers she had seen before.

"Desert Ranger training," Issei clarified with a smirk. "Mostly survival in intense post-nuclear wasteland scenarios," He said, reminiscing at his old equipment. While he kept some such as his 10 mm pistol, binoculars, grenade rifle, canteen, etc. he lost some of them due to time.

The screen showed the two-headed cow, Issei, and the old man unloading the cargo as countless people surrounded them.

"Okay, easy people! We have enough supplies for everyone!" Issei called out, handing some packages to some people while the eyepatched-man talked with some of the older folks.

"Issei! Issei!"

"Where did you go!?"

"Did you see some things?!"

A bunch of kids surrounded the courier like moths to a flame.

Seeing the sight, the cast smiled at the interaction. The eccentric courier was quite liked in the old settlement.

"Issei, may I ask you a question?" Ben, a Bear Thiren asked, looking at the Courier. Hearing this, the Courier and dealer of the House turned his attention to the financial officer of the Belobog heavy industries.

"Go ahead, Ben,"

"What currency did you use beforehand?"

"Bottle caps," Issei replied without missing a beat. Feeling countless stares aimed at him, Issei raised a brow. "What?"

"D-did you say bottle caps?" Caesar asked. "Like beer bottle caps and stuff?"

"Y-you must be joking?!" Lucy asked, looking at the enigmatic Courier.

"P-please tell me it's a joke?!" Ben said, looking at Issei.

"I'm not joking!" Issei said with a grin. "There's a special reason why bottle caps are used as currency," Issei explained. "In the post-nuclear wasteland, water is the most precious resource of all. Well, clean unirradiated water," Issei said with a shrug.

"You mean to tell me that all water sources have been irradiated!?" Corrin asked, feeling her head swim as she ran simulations in her head.

"Well, the land, flora, fauna, the people," Issei said with a shrug as he looked at them ."It's not the worst, the most unclean water can do to you is some unwanted mutation and some minor radiation sickness at best,"

"How did this happen!?"

"Democracy," Issei cooly replied, remembering the greatest thing he had ever since, other than the most perfect pair of boobs in the whole universe.

The screen changed, showing a lively party composed of singing and dancing with Issei joining along in the fun.

"Let us have a toast," The leader of the Settlement, Elder Samuel, said, raising a bottle of Nuka-cola. "To our champion of Hope! Our courier, Issei Hyoudou!"

"Huh?"

"Congrats Issei!"

"Wait, what?!" Issei looked confused as he saw the cheers aimed at him.

"Issei, you had helped us create a supply line, reconnecting us with the outside world with your travels to the East and west. We see no better champion than you, young man,"

"But what about Ahab?"

The eyepatched man chuckled and shook his head.

"No thank you, I'm retiring kid. My bones are not as strong as they did... besides," A beautiful young woman with her hair tied in a ponytail, dressed similar to a Swat soldier rolled her eyes.

"Damn it, you old fossil?! Are you mocking me?!"

"No women?" The eyepatched man raised a brow.

"Pfft!"

"Hahaha!"

"Pfft! Sorry, Issei..." Belle whispered, trying to stop her laugh as some of the audience let out some laughter.

"Just you wait! I'll have a harem of my own one day!" Issei proudly announced.

"Not with that attitude, crybaby," the woman said with a teasing smirk.

"I only cried one time during Ranger training!"

"I was referring to Basic Training," The woman added, causing Issei in the screen to turn red. "Boob goddess... give me strength..." the woman said, doing a perfect interpretation of his voice.

Another round of laughter echoed in the theater room, even Issei laughed at his old self.

In a private room, Issei, Ahab, the woman, and countless others looked at each other.

"Issei, can you search for more roads or possible supply lines?" Ahab asked, looking at Issei.

"I can, but why?" Issei asked, looking at the map of the Divide on the table and the maps of the Mojave on the west and the New California Republic's two-headed bear on the west.

"There's a chance that the NCR will use the Supply line you made to send some troops to hold Hoover Dam," Ahab whispered, knowing of the tense situation east of the Divide. "War is brewing on the horizon and both the NCR and Caesar's Legion are preparing,"

"What's Caesar's Legion? Can I eat it?" Soukaku asked.

"A Warband of 87 tribes with a personality cult," Issei said with a shrug. "A band of murdering slavers and rapists lead by an idiot,"

"You don't think..."

"The Legion already knows about the Divide, they'll send some legionaries here to try and cut off the supply lines from the NCR,"

"By cutting it off, they'll slowly choke the NCR out of its reinforcements and supplies, making it easier for them to run wild while chocking NCR forces in smaller locations," Issei analyzed. "I assume you and Miss Quiet will patrol the outskirts of the Divide?"

"Yes, it takes three days to reach the Mojave from the Divide and Vice-versa," Ahab said with a smile. "We'll take care of the Legion and you will make sure supplies keep arriving here,"

"I... got it,"

"On the bright side, you have free reign with raiders in the West," Quiet said with a grin.

"Excuse me?!" Nicole glared at Issei, as a Hollow Raider, she too can be classified as a raider.

"She means I'm free to hunt down some slavers and raiders west of the Divide and into NCR territory," Issei said with a smirk.

"How many?" Lighter asked.

"I stopped counting."

Beeps and whistles escaped Ed-E, causing those who could understand the robot to pale.

"To be fair, I did wipe out Vault 3 and the fiends inside it."

Issei Hyoudou's total kill count of Humans and Creatures

Direct: XX, XXX

Indirect:  XXX, XXX

Issei looked at the screen, raising a brow at his alarming number of kill counts. The cast barely had enough time to react as the screen roared to life once more.

Brotherhood-Enclave War of the Capital Wasteland 2277

On a battlefield, a heavily armored figure mowed countless people with plasma fire.

((Imagine the BOS guys sniped are Enclave soldiers.))

The sniping was flawless and terrifying enough to kill two men in armor powerful enough to shrug off countless bullet fires.

Brotherhood of Steel, Paladin Issei Hyoudou, Codename: The Dragon of the West.

The scene then changed to Issei clad in a set of miniaturized power armor similar to the ones worn by Mandalorians complete with jetpacks and the countless bodies of Hellfire power armor-clad Enclave soldiers. Inside the helmet, the usually warm brown eyes were as cold as steel as he moved to fight once more, taking into the skies with his jetpack.
