Discussion of Fate
"Welcome," the president of the HPSC greeted a table full of high-ranking agents and heroes. "As I'm sure you're all aware, a recent attack on the #2 pro hero, Hawks, has allowed us to gain information from a member of the League of Villains. However, it would seem that this individual is no longer a member of their group." She opens up the file in front of her. "But the information that he provided has proven to be helpful. There was evidence of a fight up in the mountains to the east. It is likely that Shigaraki and the rest of the League were up there doing some training as Dabi said. The group is no longer in that area, so chances are that they returned to their hideout."
"And where might that be exactly?" one of the heroines asked.
"We have no information on that at the moment," the agent that was guarding Dabi replied. "Dabi never stayed at their hideout for long periods of time. He would occasionally receive a new location from Shigaraki every few weeks. Chances are very likely that they have a new hideout."
"And according to Miruko, Reaper only observed Dabi from a distance," the president continued. "Once he discovered the relationship between the villain and Hawks, he started watching the pro instead."
"Alright," another hero spoke up. "Seeing as this information has left us back at square one basically, what will happen with Dabi now that he's a former member of the League?"
"For the moment, he is being kept on strict watch at the hospital that he was taken to after Reaper's attack," the president answered. "The information of his real identity and of Vulture's true fate has complicated things."
"True fate?" the heroine spoke up. "Didn't Dabi burn Vulture alive?"
"It would appear that the fight that led to that outcome was merely an act," the agent replied. "In reality, Vulture was never killed. For you see, Vulture was actually Hawks."
"What!?" another hero exclaims. "Hawks was Vulture!? Why would he turn into a villain?"
"The events that led to him turning into his dark persona stemmed from the fight between him, Dabi, and the rogue villain a while back," the agent explained. "Hawks had grown too attached to his mission, which led to him falling for Dabi. He had fully believed that his lover had perished during the fight and that caused him to fall into a dark depression. It is likely that any negative comments that he heard after that fight pushed him over the edge."
"However," the president continued. "Dabi was, fortunately, not dead and did eventually return to Hawks. While he did turn villain for a while, Vulture never endangered the lives of any civilians. He only attacked low-ranking villains that threatened to expose his true identity."
"And this is why our final decision on any punishments are at a standstill," the vice-president explained. "It was clear that Hawks was attempting to get himself killed during the time that he believed Dabi was dead. And that was only over the course of almost three months. He has only gotten more attached to Dabi after he returned. It's clear that he's become unstable and unable to properly think straight if he's without the villain for extended periods of time. We don't know what he might do if we decide to lock Dabi up in Tartarus or put an end to him."
"What do you mean you haven't been able to make a decision?" the heroine speaks up. "He's a villain! He killed people! He deserves to be locked up!"
"But Hawks is one of Japan's best heroes," one of the heroes speaks up. "If he was that determined to get himself killed when he was without Dabi for nearly three months, it's very likely that he will end himself if we separate them."
"However," the other hero speaks up. "You are right. He is a villain and deserves to be punished." He turns toward the president. "Is there a way that he can pay for his crimes and still be by Hawks' side?"
"Hmm," the president brought her hand to her chin as she thought. "There is one option that we were considering. But we didn't feel that it was enough considering the weight of Dabi's crimes. Although," she looks to the vice-president. "I suppose we could adjust it to work well enough if that's our only option."
"We'll need to talk with them again," the vice-president replied. "But I can see it working."
A/N: Phew! I finally was able to put this chapter together. So sorry for the long wait, but hopefully this chapter was well worth it. I wanted an in-between chapter of them discussing Dabi's fate before I revealed it. Hopefully, the next chapter won't take nearly a year to write. ^^'
