If Blaze had become the queen, but Thorn was like an important advisor or something, i.e. the power behind the throne. She could have protected Blaze (she'll have the power of wings of fire), but also made most of the queenly decisions herself (bow to a fate that is stronger and higher). So it would kinda be like in The Hitchhiker's Guide To The Galaxy, where Zaphod is the public figure, but isn't really the one in charge.
