So, I read past the part where Ron and Hermione get their prefect badges and such... but also Draco and Pansy... and not Harry?

I always thought if I went to Hogwarts, I'd likely be the female Ravenclaw Prefect... but now I feel think anyone can become prefects 😂 What exactly is the standard criteria to become a Prefect? Does the Headmaster choose? Or the Head of Houses?
