Dragons are considered biological adults at the age of seven, but aren't usually considered social adults until around eight to ten years.

And yes you can be a scavenger

If you do want to be a scavenger then prepare for hardships. Dragons are aloud to raid villages but are not allowed to kill unless given permission. If dragons do raid they can be captured and injured by scavengers based on population. You can bond with dragons, escape dragons holding you prisoner, attack at a reasonable skill level (you can not kill ten dragons without getting hurt), study dragons to defend yourself (have better chances in battle), explore, etc.
