Personality: is very bubbly and can be quite annoying at times. She is clumsy, and is very determined and Loyal. Wants everyone to like her not hate her.

Appearance: Dark grey scales with blue stars on wings.

Nice start, but any other details? But, I like the blue stars on the wings! How did she get them? Do they have special meanings?

Residence: a school for dragonets with deformities and magical powers where they can learn without being made fun of.

Abilities: Reading minds and turning into a shadow.

Ok, so when was she born? Was she born pre DoD era, or after TbN? If the second option, that makes sense.
But, turning into a shadow isn't probable. Even though it fits with her name, being able to run the shadows as a shadow. So, it fits with her name, so good job.

Family: Universe, (mother) Shadowflight (father) moonlight (brother in egg) Wintergreen (crush/love)

I would recommend changing Universe's name to something to Universeshifter, though it is nice to have a single word named Nightwings. And also, what tribe is wintergreen In?

Backstory: She had a normal childhood besides reading minds and turning into shadows. When she was three the school opened and she went there. When she was four her mother mysteriously died and now she wants to find her mother's killer.

Shadowrunner is a fabulous oc! I think that it wouldn't hurt though to explain how she knows her mother was killed by another dragon and how she got her powers. Going in depth wouldn't hurt. Though I do understand that she is still in progress, but you have a mighty fine start. I love the uniqueness of the school. I have never seen that before
