Before challenging Queen Coral for the throne, Orca enchanted Moray - her main competitor, being an eligible female relative and all - to be devoted to her queen to prevent the likelihood of a challenge.

After her death, the enchantment remained, hence why Moray is so obsessed with Queen Coral.
