Izuku was quirkless his whole life, and soon after he saved Katsuki from the sludge villain he understood that 'deku' is not that useless. He wanted to become a hero, and All Might gave him his quirk.

--After UA practical exam--

At izuku's pov:

I was walking out of UA, all disappointed of myself. I was not able to save gravity girl, and I am for sure haven't got enough points to join the hero curse. As soon as I walked further from UA, I saw All Might waiting for me.

-Young Midoria.-All Might said.

-Hello, Yagi.-I said.

-I am afraid I can not let you keep this quirk. You haven't passed the exam, and I will take it back.-He said.

I felt my heart was breaking into a lot of pieces, but I could do nothing. It was his quirk, after all.

-I understand, sir. I hope you find a better successor than me. -I said and handed the string of my hair.

I watched how he took it and left.

As soon as I got home, I was sad. I failed to get into UA, and quirkless are not accepted into many places.  I  need to figure out my next step. I was searching on the internet, and soon I found some good information about it.

-Looks like it will be my next choice. It's not like I got something to loose.-I thought.

I pressed 'APPLY'.
