In New Jersey don't ever wear a bullet proof vest while murdering or steeling something

They're already braking the law they'll wear the damn vest no matter what you say.  They are villains! If their thinking of murdering or steeling they would wear the vest.

Scenario: "well today's the day I get revenge on the man my ex-wife cheated on me with- aw crap! I can't wear the bullet proof vest! Never mind then..."

Is that ↑ how they expected people to react?
