I found them through Sanity_Breached's follow list, although I have no idea who they are stealing from, their account is shady enough that I'm putting it here [EDIT: It's Wildheart911's art!
Who is a bigger Whovian than I am based on the profile pictures. I didn't even know that was possible 0.0]

This one is my opinion, but they have an art book way too early. I've never seen an account that just immediately published an art book.
