Droplet was once part of the royal guard that took care of the royal family in the kingdom of the sea, but she was kicked out after she rescued and helped out a rebel that wanted to kill the queen. Of course

Of course they didn't succeed, but the rebel managed to escape. The queen found pity for Droplet since she had served her whole life, and managed to convince the council to agree to banishment.
