Chapter 3: Student Council

Honoka: Thank you for covering for me. I know what Morisaki said, but it was thanks to you that the situation didn't escalate, Onii-sama

Tatsuya: You're welcome. But hey, don't call me Onii-sama. We're both first years, after all

Honoka: Very well. Then what should I call you?

She asked rather eagerly.

Tatsuya: You can just call me Tatsuya

Honoka: Alright! So... Umm... Uhh...

Miyuki: What is it?

Honoka: Would it be okay if I walked with you to the station?

Everyone: Huh?

Tatsuya and Miyuki looked at each other before looking back to Honoka.

Tatsuya: If you really want to, it's fine by me

Honoka: Thank you. Akiri. You're coming along, right?

She asked as she turned towards Akiri who was putting his CAD back in its holster.

Akiri: Sure. I don't see why not

(Timeskip)

Honoka: Then, it's Tatsuya who keeps your CAD in working order, Miyuki?

Honoka asked as the group is making their way towards the station.

After introductions, they had started talking about random things and had stumbled onto the fact that Tatsuya was the one who worked on Miyuki's CAD.

Miyuki: Yes. Because there's no better way to set my mind at ease than to have him do it

Miyuki replied.

Tatsuya: I just make some minor adjustments, that's all

Akiri: You're being way too modest. You wouldn't be able to do that unless you had the knowledge to understand how the OS works, which is an impressive feat in and of itself

Leo: And not to mention you need the skills to access the CAD's basic system

Saijou Leonhard, Tatsuya's brown-haired friend added.

Erika: Would you mind taking a look at mine, too, Tatsuya-kun?

Tatsuya: I couldn't. I'm not confident enough to mess around with a unique CAD like that

Erika: You really are amazing, aren't you, Tatsuya?

Tatsuya: In what way?

Erika: To recognize that this, is a CAD...

She said as she pulled out her nightstick.

After a while, the group had stopped at a food stand just down from the station to eat and Erika had taken that time to explain how her CAD worked.

Leo: An Engraving-type spell?

Erika: Right. That's why it's all hollow, except for the hilt

Akiri: Seriously? But that means that you have to constantly feed it Psions

Leo: Yeah. How do you not run out of gas?

Erika: Hey, I knew that was your area of expertise! But unfortunately, I'm not quite there yet. It doesn't use up that much if I only transmit the Psions at the moment of extension and impact. It's the same as the principle of helmet-splitting

Everyone looked at her with a deadpan expression as they heard that.

Erika: What's up with you guys?

Miyuki: Erika, I think that helmet-splitting is a technique categorized under secret skills or the arcane arts...

Akiri: But it's way more than a matter of having a large amount of Psions

Mizuki: Could it be that civilians are rarer at our school?

Shizuku: I don't believe there are any civilians at Magic High School

They were left wondering about Erika's ability until Akiri broke the silence.

Akiri: Anyway, you guys are truly something else. How in the world did you end up in Course 2?

Tatsuya: The method of assessment isn't compatible with our true capabilities. It's as simple as that

Akiri: I know that, but... Don't you feel that it's unfair?

Erika: Yeah. But what can we do about it?

Leo: It's not like we could go up to them and ask to change the whole system entirely

Akiri just let out a sigh.

Akiri: Yeah, good point. But I'm afraid that eventually, someone will take more drastic measures...

(Timeskip)

It is another day and Akiri is currently walking along the street, heading to school.

???: Amatsuki-san!

He heard someone calling his name and he looks behind him to see Mayumi running up to him.

Akiri: Ah, President. Good morning

Mayumi: Good morning, Amatsuki-san. Do you have any plans this afternoon?

Akiri: Not particularly. Why?

Mayumi: I've got something important to discuss with you

Akiri: (thoughts) This is bad... I should be avoiding her to keep my real identity hidden. But then again, she is the Student Council president, so I can't really deny her...

He puts on a smile before nodding.

Akiri: Okay, where do we meet?

Mayumi: The Student Council room at lunch break

Akiri: Right, I'll be there

Mayumi: Thank you, Amatsuki-san

She said as she gave him a smile, which made him blush a little.

Akiri: Y-yeah... You're welcome...

She then walked away, leaving him staring at her.

Akiri: (thoughts) So my feelings haven't changed...

(Timeskip)

Akiri: You guys were called in too, huh?

Akiri, along with Tatsuya and Miyuki are currently walking through the halls, making their way towards the Student Council room.

Tatsuya: Yeah. Apparently, the President has something to discuss with Miyuki

After a bit of walking later, they arrived in front of a door labelled 'Student Council Room'.

Tatsuya then went ahead and knocks on the door.

Mayumi: Come in

They heard Mayumi say from inside the room.

Akiri + Tatsuya: Excuse me

The three of them entered the large office space with a large table in the centre. Seated at the table, were Mayumi, Mari and two others they didn't know.

Mayumi: Don't be shy. Come on in!

They stepped into the room and closed the door.

Miyuki: Excuse me

She said with an elegant bow as the sun shone brighter for a moment on Miyuki. This caused Mari and the blonde girl next to her to widen their eyes as they were brethtaken by the sight.

???: Ahem

The girl on the other side of Mari cleared her throat, breaking them out of their trance.

The three went on to take a seat and the group gathered their lunches before Mayumi began to speak.

Mayumi: We introduced ourselves at the matriculation ceremony, but just in case... Sitting next to me is our treasurer, lchihara Suzune, a.k.a Rin!

Suzune: You're the only one who ever calls me Rin, President

Mayumi: You know who's sitting next to her, right? That's Watanabe Mari, Chairwoman of the Disciplinary Committee

Mari: We meet again

Mari said to Tatsuya and Akiri and the two just nodded.

Mayumi: And that's our secretary, Nakajo Azusa, a.k.a A-chan!

Azusa: President... I beg of you, please don't call me A-chan in front of the underclassmen! I have a reputation to maintain, too, you know!

The honey blonde girl known as Azusa said, getting flustered.

Mayumi: And along with Hanzo, our Vice President, that's our Student Council this semester

Mayumi finished.

Mari: Although I'm not a member

Miyuki: Ms. Watanabe... Did you make that boxed lunch yourself?

She asked, looking at her lunchbox which is on the table.

Mari: Yes, I did. Is that such a surprise?

Tatsuya: No, not at all. We can tell by looking at your hands whether or not you cook on a regular basis

Akiri: The bandages on your fingers are a dead giveaway

She blushed and quickly hid her hands in embarrassment.

Akiri: It's nothing to be ashamed of Watanabe-senpai, you're still learning

Miyuki: I know, Onii-sama! Starting tomorrow, why don't we bring boxed lunches, too?

Tatsuya: That sounds very appealing, but I can't think of a place where we can be alone...

Akiri: Eh, your best bet should be the rooftop. But then again, a guy and a girl alone on a rooftop...

Suzune: You two sound more like lovers than siblings

Tatsuya: Do we? Well, I do admit... That it's crossed my mind before. That if only we weren't related by blood, I'd want her as my lover

Suzune, Mari and Azusa were all beet red on their faces. But it didn't last long as Tatsuya broke the mood soon after.

Tatsuya: Needless to say, I'm joking

As soon as he said that, Akiri notices that Miyuki had a shocked look for some reason.

Akiri: (thoughts) Did she really think he was serious?

A few minutes later, they've finished eating and gathered the empty food trays in one place.

Mayumi: Why don't we get down to business, then? At this school, the Student Council President is chosen by election, but the other officers are chosen or dismissed by the president. With some exceptions, the president also has the power to appoint or dismiss the chairmen of each committee

Mayumi explained to them.

Mari: One such exception is my own Disciplinary Committee. The members of the Disciplinary Committee appoint three officers each to the Student Council, the Extracurricular Activities Federations, and the Faculty Committee, but the chairman is chosen in an internal election

Mayumi: Now then, in keeping with our annual tradition, we appoint the first-year student representative to the Student Council. Miyuki, I'd like you to join the Student Council. Will you accept the appointment?

Miyuki then looked towards Tatsuya for a moment and he nodded, and she nodded back.

Miyuki then unexpectedly slammed her hands on the table.

Miyuki: President, do you know about my brother's entrance exam scores?

Akiri saw Tatsuya's eyes widen in shock.

Miyuki: If the Student Council is looking to recruit a talented individual, I believe my brother is a better choice than me

Miyuki said as she stood up.

Miyuki: I am deeply honoured that the Student Council wishes me to join their ranks. It would be my pleasure to join you at the foot of your table, but is there any way that you could bring my brother on board as well?

Suzune: Unfortunately, that won't be possible. The officers of the Student Council are chosen from among the Course 1 students. This is not an unwritten law, but rather a regulation. To overturn this rule, the entire student body would have to vote for an overhaul of the system

Miyuki looked shocked as she heard Suzune's explanation.

Miyuki: My apologies. Please forgive me for being so forward, and so out of line.

She said as she bowed and sat back down.

There was an awkward silence for a moment before Mayumi spoke out to break the silence.

Mayumi: Let's see... Then are we agreed that you'll be joining us on the Student Council this semester as our secretary, Miyuki?

Once again, Miyuki looked at Tatsuya who shrugged his shoulders.

Miyuki: Yes. I will do everything I can to serve you to the best of my abilities, so please allow me to join you

She said with a polite bow and Mayumi nodded.

Mayumi: A-chan will explain the specifics of your duties, all right?

Mari: On to the next order of business. Amatsuki?

Akiri: Yes?

Mari: You have been recommended by the Faculty members to fill one of the three remaining spots on the Disciplinary Committee, will you accept?

Akiri: Recommended? Why?

Mari: Their reasons were the scores that you got on the practical exam as well as the entrance exam. You are one of the top scorers, just below Miyuki

Akiri: Really, huh...? Disciplinary Committee...

He muttered as he crosses his arms and leans on his chair.

Akiri: (thoughts) This could beneficial for me to gain more experience in an actual fight... Maybe I should accept...

Mari: You don't have to come to a decision immediately. Take your time to think about it.

She said before turning to Mayumi.

Mari: Also, Mayumi, the Student Council still hasn't filled in one remaining spot on the Disciplinary Committee. The one left by a departing graduate

Mayumi: Mari... I told you, we're still in the middle of the selection process

Akiri saw a smile on Mari's face as she peeked towards Tatsuya.

Mari: If I'm not mistaken, selecting a Course 2 student as a Student Council nominee for the Disciplinary Committee wouldn't be in violation of the rules, right?

She said as Tatsuya had a shocked look on his face. Mayumi suddenly stood up and pointed at Mari.

Mayumi: Nice going!

Tatsuya: Huh?

Mayumi: That's right, for the Disciplinary Committee, it would pose no problem! Mari, the Student Council hereby nominates Tatsuya Shiba to the Disciplinary Committee

Mayumi said and Tatsuya immediately stood up.

Tatsuya: Hold on a second, please! Don't
have any say in this?

Akiri: Yes, you do. But I'm afraid they're going to counter any argument you throw at them. So the chances of you getting out of this is pretty low

Tatsuya: Well, in the first place, you haven't even explained to me what it is that the Disciplinary Committee does!

Suzune: We still haven't told your sister what her specific duties as a Student Council member are either

Suzune calmly shot down Tatsuya's argument.

Akiri: Told you

Tatsuya: Well, that's true, but...

Mayumi: Now, now, Rin, it's all right. Tatsuya, the Disciplinary Committee maintains order at this school

Tatsuya: Is that all?

Mayumi: Excuse me?

He looked at Suzune, who just stayed silent. He then looked towards Azusa and she immediately gets flustered.

Azusa: U-uh... Umm...

Akiri just sighed.

Akiri: It's simple, really. The members of the Disciplinary Committee are tasked with charging those in violation of the school regulations regarding the use of magic and to crack down on disorderly conduct involving any magic of any kind. That's it other than the more obvious

Tatsuya: I see. Thank you

Tatsuya thanked him and he just nodded in reply.

Mari: I'm surprised you know all that

Mari said as she turns her head towards Akiri.

Akiri: I did some research before. I knew I would inevitably be involved somehow with the student council and the disciplinary committee

Tatsuya then looked at Mari.

Tatsuya: Just in case, I'd like to confirm one thing

Mari: What is it?

Tatsuya: If I understand correctly, whenever a fight breaks out, the Disciplinary Committee has to stop it by force... Is that right?

Mari: More or less

Tatsuya: And that holds true even if magic is being used. Excuse me, but... I'm a Course 2 student because of my miserable scores in the practical exam!

Mari: That's exactly why I am planning to pair you up with Akiri. He should be more than enough to cover for what you're lacking

The bell was then heard, signalling that it's time for classes to start.

Mari: Right, I'd like to continue this after school. Is that all right?

Tatsuya: Fine by me...

Tatsuya replied with a sigh as they all stood up and head for class.
