As members of a nomadic group known as the Covey, she, her parents, oldest sibling, middle sibling made their living in Panem as traveljng musicians amidst the First Rebellion.

Her parents and siblings were killed among other Covey by the Peacekeepers. She and her cousin Maude Ivory became the only survivors; getting trapped in District 12.

During the reaping for the 10th Hunger Games, she was chosen by Mayor Lipp who's daughter requested for Lucy to be the chosen female tribute. Thus causing Lucy to place a snake in Mayfair dress.

Once at the Capital she met Coriolanus Snow, her mentor.
