Arrow ~ Shifting Allegiances ~ Part One

So, here's what made this episode difficult . . . there were so many times in this episode where the outcome could have been completely different. And it would have been so easy to make it go differently. That's why it's taken me this long to update, since I was writing this entire episode before I split it into parts. This episode has been a bit . . . rearranged, so to speak. Things happen at different times to make this a bit more believable. Maybe it's not entirely believable. I'm still not entirely happy with what's been written, but I think what I've done is certainly more believable than if I had stuck with the timeline of the original episode.

I would feel much better about myself if I don't see comments of "but if so and so did this." I'm well aware so many things could have gone differently. But Oliver's trial was one of my favorite episodes of this season and I desperately want to do it with Team Supergirl having his complete back. I'm not a perfect writer, and I've never claimed I am. I make mistakes, everyone does. This episode is not perfectly written. All I ask is that you enjoy what I have written, and I hope that outweighs what you think could have gone differently.

So, without further ado . . . Ruby arrives in Star City, Dig, Mon-El, and Evelyn team up, Rene is back, and Diaz has a mission for someone.

"So on this Earth, your dad is the mayor of Star City," Ruby asked William in clarification as they walked through the loft.

"Yup," William nodded. "He's the mayor."

"And he's also under investigation for being the Green Arrow."

"Mmmhmm."

"And recently some drug lord called Diaz is trying to take over Star City and at the same time ruin your dad?"

"If you want him to sound more dangerous, his street name is Dragon," William offered.

Ruby shifted on her feet uneasily. "He's never targeted the house, has he?"

"No," William hastened to assure her. "No, no, he's never come anywhere near here."

"Good," Ruby sighed in relief, dropping down on the couch. "I just don't want another Luthor mansion problem."

"If that ever happened, I think Dad would either call Uncle Barry or Aunt Sara," William thought. "Either S.T.A.R. Labs or the Waverider . . . "

"And your uncle is the Flash," Ruby said quietly, staring at the floor. "Who my mom also has fought many times."

"No," William shook his head. "Ruby, your mom and Reign are two completely different people. They're complete opposites of each other, and Aunt Lena will find a way to help her." Ruby bit her lip and nodded, then William smiled sheepishly. "Besides, Aunt Sara once tried choking Reign with her bo staff."

"What?!" Ruby's head shot up, eyes wide.

"Our trip to Fort Rozz," Kara nodded in remembrance as she walked into the room, looking comfortable in a cardigan and jeans. "Me, Imra, Thea, Laurel, Sara, Amaya, Zari, and two supervillains."

"Wait, what?" Ruby blinked rapidly.

"The funniest part is only females could go," William grinned. "Apparently blue stars kill anyone with a Y chromosome."

"That's still something I'm trying to understand," Oliver grumbled as he walked out, adjusting his cufflinks. "And it wasn't fun to be on Earth while you were about to crash into the star."

"Hey, everyone lived, and we got to see the Legends again when we typically don't," Kara smiled at him. "We're all fine."

"How weird is it having completely different enemies?" Ruby asked.

Kara snorted. "I couldn't be a politician to save my life, and typically my enemies just show up and want to punch me."

"Which is when I'm not helpful because typically they're aliens and have powers that I can't go up against in any shape or form," Oliver huffed.

"But that's when everyone gets to work together," William smiled. "It's like several family reunions."

"That involve fighting everyone except each other," Kara grinned.

"Wow," Ruby smiled widely.

"So, it's your first day in Star City," Kara leaned on the back of the couch, smiling at Ruby. "Where do you want to start?"

"Dad?" William looked at him.

"I'm needed at City Hall, buddy," Oliver sighed. "Quentin's done a lot of heavy lifting, especially when the impeachment thing was going on. I need to work there, and after that, I actually need to ask Cisco for a favor."

"Cisco?" Kara asked in surprise.

"Let's just say I might have a way to appeal to Anatoli that was inspired by M'yrnn," Oliver told him.

"Anatoli?" Ruby frowned, looking lost.

"Russian mafia," William elaborated.

Ruby's jaw dropped. "You know the Russian mafia?!"

"I actually was part of it for a while," Oliver admitted. "It's a long story."

"Pretty much everything about our superhero lives is a long story," Kara chuckled.

"True," Oliver nodded in agreement. "I'll see you all tonight, OK?"

"OK," Kara smiled, kissing him.

"Thanks again for letting me stay here," Ruby smiled.

"Of course," Oliver gave her a quick hug, doing the same with William. "We just want you safe, Ruby."

"Man," Rene sighed happily as he walked down the hallway of his apartment complex, looking at the dull green walls. "I can't believe how good this crappy hallway looks."

"Yeah, it really is crappy," Curtis agreed, snorting and peering at the color. "I mean, this paint looks like it's been here since the sixties."

"It has," Rene snickered.

"But it must be good to be home, right?" Curtis smiled widely.

"Yeah," Rene chuckled as Curtis hugged him. "To be home and to see my baby." He stopped outside his door, something coming to mind. "You told Zoe to come straight here after hockey practice, right?"

"Actually," Curtis smirked, "she wanted to skip hockey practice today."

The words sank in, and Rene hastily opened the door, and was greeted by the sight of Dinah and Zoe turning around, both smiling widely. "Welcome home!" they cheered.

"Oh!" Rene rushed forward and hugged Zoe tightly, smiling when she clung to him just as tightly. "I missed you so much!"

"I missed you, too, Dad," Zoe beamed at him. "I'm so glad you're back."

Rene kissed the top of her head, then looked at the banner they had hung in the apartment. "You guys didn't have to do all this!"

"Hey, you've been in the hospital over a month," Dinah shook her head. "You deserve a hero's welcome."

"We have cake, too," Zoe added. "Your favorite."

Rene stared at the cake Curtis held out, then looked at Zoe. "Is that red velvet?"

Zoe nodded with a grin. "I'll cut you a slice."

Rene looked at her adoringly. "I love you so much."

Curtis and Dinah both laughed, following Rene towards the couch as Zoe took charge of the cake. "So, how are you feeling?" Dinah asked.

"Better than ever," Rene answered immediately. "Ready to take down Diaz anytime, anywhere."

"We haven't been able to find him or his lair using our usual tracking methods," Curtis said.

"That's probably because we're currently trying to fight Diaz for control of the entire city," Dinah sighed.

"How's that going, Captain?" Rene asked, smiling when he used Dinah's new rank.

"Better," Dinah answered. "We're working on find the cops on his payroll, but he still has a lot of influence."

"I just hacked into a new thermal-sensing program from the NSA, so maybe that gets us somewhere," Curtis shrugged.

"The point is, 'us' is back to full strength," Dinah smiled happily.

"That's right," Rene smirked.

"So right now, we have two goals," Dig said as he and Slade walked up to the tech platform of the bunker where Malcolm, Laurel, Evelyn, Mon-El, and Felicity already were gathered. "One, we keep working on busting Diaz as hard as we can."

"And two?" Mon-El asked.

"Try not to involve Kara so she can focus on Ruby and William while Oliver is at City Hall," Slade answered.

"Good second goal," Felicity nodded.

"Are you sure you don't want to be with them, too?" Laurel looked at Evelyn.

"I'll be more useful here," Evelyn shook her head. "I think Ruby's more used to William anyway."

"Young love," Malcolm snickered.

"Hey, the more distracted Ruby is, the better," Dig shook his head. "Learning a family member is a villain isn't a walk in the park." He paused, then winced when everyone in the room exchanged looks. "No offense to anyone."

"None taken," Slade sighed. "At least we can sympathize."

"Anyway, Diaz," Mon-El rubbed his hands together. "Where do we start?"

"Well, Lyla is helping us coordinate with ARGUS," Dig answered. "Since he's got members of Star City's entire governmental structure either bought or compromised, we've got 24/7 surveillance on all of Diaz's known locations and subordinates until either he or someone he is working with makes a mistake."

"That's a good start," Laurel nodded.

"ARGUS gave us something else, too," Felicity said, pulling up an image on her computer. "Meet Lydia Cassamento, a gun lobbyist who took control of her family business and now runs weapons for the Quadrant."

"The Quadrant?" Slade repeated, Malcolm letting out a low whistle.

"What's the Quadrant?" Evelyn looked around.

"A high-end cartel ruled by moneyed families with ties to all things black market," Malcolm answered. "Guns, cryptocurrency, drugs, humans, you name it, they deal it."

"And now she's been tracked coming into Star City," Felicity nodded.

"Diaz could be trying to restock his firepower," Laurel guessed.

"If she's coming herself, it's a huge deal," Slade added.

"Not only that," Dig looked at the team. "She may lead us right to him."

"How did Diaz get into contact with the Quadrant?" Slade wondered as he, Malcolm, and Laurel headed out. "He doesn't have a tight enough grip on Star City to deal with them."

"As far as we know," Laurel pointed out.

"Oliver's rooted out the corrupt captain and district attorney," Malcolm pointed out. "Dinah's cutthroat, she'll get the SCPD straight soon. Plus, she knows what a threat Diaz is. Cassamento is taking a huge risk coming here."

"Maybe the Quadrant's helping Diaz try and take over the city and in return they get part of the profit?" Laurel suggested.

"Like the wizard said, it's a huge risk," Slade shrugged, taking out his phone and looking at it, though Laurel saw there weren't any notifications on it at all.

"Magician," Malcolm rolled his eyes, then noted what Slade was doing. "We've got tails again?"

"We've got tails again," Slade confirmed, sliding his phone back into his pocket.

Malcolm sighed in annoyance, not noticing Laurel's startled look. "Honestly, you'd think Diaz's men would be smarter than trying to follow us. Did they think we wouldn't notice?"

"They're idiots," Slade snorted.

"Touché, brother."

"How do you know they're Diaz's men?" Laurel asked, trying to be as nonchalant as she could.

Evidently, it was too nonchalant, because both Slade and Malcolm looked at her. "Who else would be crazy enough to follow us?" Slade answered.

Laurel cringed. "Right." She really should have thought of that. "I'm gonna go check on Quentin," she said, putting on a smile and looking at them. "I should tell him what we're working on."

"Go ahead," Malcolm nodded, squeezing her hand. "Be safe."

"You, too," Laurel kissed him, then Slade's cheek before heading off, trying to go as quickly as she could without making it look like she was running.

Malcolm and Slade watched her go before Slade looked at Malcolm. "She's hiding something."

"You think?" Malcolm said sarcastically, but he watched Laurel go in concern. "Think it's something to do with when Diaz grabbed her after she was 'resurrected?'"

"It's a good guess," Slade nodded

"I really want to know what he told her," Malcolm narrowed his eyes.

"Simple enough," Slade pulled his phone back out, this time actually doing something on it than checking the reflection. "Let's find out."

"Damn, it is good to be back," Rene grinned as he jogged down the steps into his team's lair.

"I guess it's true what they say," Curtis smiled, seeing Rene investigate their suits. "There's no place like bunker."

"I bet you really missed Curtis's bad jokes," Dinah snickered.

"You know what? I did," Rene nodded, then pointed at Curtis when he brightened. "A little!" He turned back around, smirking when he saw his suit. "But I missed this baby more."

"Well, good," Dinah nodded. "Because you are gonna be wearing it plenty." When Rene turned around, looking for an explanation, she said, "Diaz is looking to control the city now more than ever."

"And even if we don't see eye to eye with Oliver and his team, that can't keep us from doing our job," Curtis nodded.

"So what's the plan?" Rene asked.

"Well, we can wait till my NSA lead pans out," Curtis plopped down. "Till then, we're kind of dead in the water."

"The city's dying," Rene scowled. "We can't just sit around here picking our noses."

"No, you're absolutely right," Dinah nodded. "And we need to go at this some way that does not depend on finding Diaz, even if that means grasping at straws."

Curtis blinked, then pointed at her thoughtfully. "Look, forget grasping at straws. What if we grasp at his wallet? The best way to get to Diaz is to go after his operation."

"What operation?" Rene asked.

"He was really deep into pushing Vertigo."

"Was?"

"John and Slade took out his operation three weeks ago."

"Well, then that means Diaz has to be in the market for a new supplier," Rene said.

"Or an old one," Dinah mused. "Before Diaz went to prison, he led the Scorpions. That is Star City's biggest supplier."

"That feels like a leap," Curtis frowned.

"It may be, but it's all we got," Dinah said.

"And even if it doesn't lead to Diaz, we still take down a drug operation," Rene said. "That's a win-win."

"Yeah, but the problem is as captain, I'm still working on driving Diaz sympathizers out of the SCPD," Dinah sighed. "I don't have time to pull intel on the Scorpions."

"Maybe you don't have to," Rene smirked. "Diaz isn't the only person who grew up in the Glades."

Laurel drummed her fingers on the table of the restaurant she was waiting at, the only outward sign that showed her nerves. She saw security guards file in, saw the staff head back into the kitchen, then took a deep breath and braced herself.

Sure enough, Diaz walked into the restaurant, taking off his sunglasses and smirking smugly at her. "I figured you would get my message."

"If the message you wanted to send involved following my partners, yeah, I got it," Laurel narrowed her eyes. "They got it, too."

"Good," Diaz nodded, sitting at the table with her and pulling out a black folder. "That's good."

"Yeah, they'll get target practice."

"But now they'll know that if something happens to one of them, it's your fault," Diaz said, opening the folder and scanning casually.

Laurel narrowed her eyes. "Out with it, Diaz. Make your point."

"This is an executive order for a certain piece of municipal real estate to be sold privately," he slid the folder over to her. "Now, the good news, it's a bargain."

"One, there's no way in hell I would sign this," Laurel snorted. "Two, there's no way in hell I can sign this."

"No," Diaz shook his head. "But the mayor of Star City can."

Laurel blinked, then laughed. "What makes you think Oliver would ever sign anything that has you written all over it?"

Diaz made a show of reaching into his pocket. "Well . . . " He pulled out a quarter, examining both sides of it. "I can think of two reasons you would want to pitch it to him."

Laurel flinched, looking down at the folder as if it would burn her as Diaz slid it across the table to her. "You leave my partners out of it."

"Get that signed, Laurel, and maybe then I can leave your brother and your lover out of this," Diaz smirked, relishing in the way Laurel recoiled, grabbed the folder, and scrambled to get away from him as quickly as possible. "I hope you know how to pick the winning side."

Laurel rushed out of the building as fast as she could, only allowing herself to tremble when she was out the door and hurrying down the street.

Rene casually lounged by the bar, looking around the room before saying, "Behind that glass door is where the Scorpions do their business. The problem is, it's soundproof."

"Not laser-proof," Curtis said, taking a sip of the coffee in his hand as he pretended to read his newspaper.

"You sure this is gonna work?" Dinah asked him.

"Absolutely," Curtis nodded, putting his newspaper down and tucking his device between the pages. "The CIA would kill to get a laser microphone of this capacity."

"How long is this gonna take?" Dinah asked.

"Just trying to find . . . " Curtis covertly worked with the laser before nodding. "A signal."

"All right, well, let's hurry it up," Dinah sighed, picking up her book. "I didn't get a severance. Really shouldn't be gambling."

Curtis paused. "Got something," he said as Dinah kept working in her book, then tapped the recording on his phone. "Huge deal going down tonight. New buyer. He's trying to get some product to tie him over for the short term."

"Could be our friend," Dinah smiled.

"They say when it's going down?" Rene asked, leaning against a pole and working on his own ticket.

Curtis blinked when he got feedback. "No, no, no, no, I lost the signal!" he seethed, looking behind him, then groaned when he saw someone in the way. "The big guy is blocking my laser," he grumbled.

"I'm on it," Rene promised, walking over and glaring at the man. "Yo, man! Yo, man, you think I ain't see that? You trying to copy my bets, Hoss? You trying to ruin my odds?"

"What the hell are you talking about?" the man narrowed his eyes.

"Oh ho ho!" Rene glared. "So we lying now? That's what we're doing? Let me see that paper!"

He snatched it away, walking away from the door. "You're crazy!" the man followed after him.

Rene checked behind him and saw Curtis nod affirmatively at him, and Rene went back to checking the paper before pausing. "Oh, damn," he said sheepishly. "Uh, you – you know what? I'm sorry. I – I was wrong. Yo, here you go, man. That's yours." The man snatched his ticket back, and Rene smiled nervously at the guns readied around him. "I just get a little crazy when I lose. Everybody, chill. I'm leaving." He turned around, walking towards the door. "You get the location?"

"Got it," Curtis confirmed.

Rene smirked. "Let's ruin Diaz's next party."

Curtis peered around the warehouse the trio went into, then eyed the crates they hid behind. "What if we're wrong and those crates are filled with something other than narcotics? Like, lollipops, or . . . I don't know . . . puppies?"

"I counted a dozen more guys out front, strapped up," Dinah gave him a look. "I'm guessing it's not puppies."

"Look, we got to get this done before the group outside notices we're here and before Diaz's crew shows," Rene said.

Dinah nodded. "Let's do this."

Curtis flung his T-spheres to the opposite side of the building, the spheres lighting up with flashes and collapsing the scaffolding with packages. When the three men patrolling turned to find Curtis, Rene stepped out of his hiding place and with three shots, he brought all three down. "Still got it," he said smugly, joining the others.

"Still humble, I see," Dinah snorted.

Rene simply helped Curtis open one of the crates, and the three stared at the weaponry inside. "Definitely not puppies," Curtis muttered.

"Or drugs," Dinah gulped. "The product the Scorpions are moving is M4s."

"You guys still think Diaz is the buyer?" Curtis asked.

"Definitely," Dinah nodded. "Not much happens in this city without his say-so."

They closed the crate, then the sound of gunfire made them look towards the exit. "Diaz's crew's a little early," Rene said. "Come on!"

They hurried to hide, and the wall blew open as more Scorpions piled inside. They, however, were followed by men who were much more well-dressed and equipped with much heavier weaponry. "We got more company!" Curtis's eyes widened.

"Who are the guys in the suits?" Rene demanded. No one had an answer, and as more fires and bullets were exchanged between the groups, he looked around. "We got to get out of here."

Dinah was the one who spotted reinforcements coming from another way. "Back door!" she pointed. "Over there!"

The trio rushed for the door, and when they rounded a few crates, they came face to face with a few Scorpions. When they clicked their ammo into place, Rene froze, flashing back to the bridge when he had been shot over and injured.

Dinah slid in front of him and screamed at the Scorpions, knocking them backwards. That also collapsed the scaffolds behind them, blocking their way out. "We're trapped," she swallowed.

Rene saw the man with the bazooka raise and aim, then multiple dark green arrows and grenades flew through their lines, blowing up and scattering everyone. When they all looked up, Dig, Mon-El, and Evelyn dropped to the ground, Evelyn with a grappling arrow nocked in her bow, Dig with an ascension cord strapped to him. Dig glanced up, then looked at the trio. "Let's go, now!"

Dinah went right to Dig, and when both Rene and Curtis exchanged looks, Evelyn said in exasperation, "Whichever one of you wants to kill me the least, I will help."

"That's probably me," Curtis raised his hand sheepishly.

"Then let's move," Mon-El strode forward and grabbed the back of Rene's suit, flying into the air as Dig held Dinah and grappled up.

Evelyn shot her arrow into the air, then looked at Curtis and held out her arm. "Seriously, please don't kill me."

"You saved me and my boyfriend from being killed a few weeks ago," Curtis told her, putting his arm around her. "Definitely not killing you."

"Good to know at least one of you won't," Evelyn sighed. "Hang on."

Curtis did, and as they shot into the air after the others, Curtis saw a dark-haired woman disappear from a catwalk across the room.

Well, not much Oliver here. You won't see Kara much, either - she'll be with William and Ruby during this episode.
