THs and Citizens live here. It's fairly comfortable with the highest-up people living in the best conditions and the people at the bottom living in the worst. There are twelve floors in total and most people try and get higher up in the buildings. Riots often break out here and a lot of... that stuff happens too.
Basically the most chaotic place in the city.
