Those people are the Subjects.

The killzone is to figure out how to get the chips back under WICKED's puppet strings, but they also needed a few control subjects, like in a normal science experiment.

The Flare klunk is fed to the public, and they lap it right up.

But, in the end, Ava Paige finally believes that there is no "cure" for this nonsense they created, so she leads Thomas and Friends to the Safe Haven.
