Question 1: Budgie pairing

Budgies are very social birds, and they love to hang in flocks as you've probably noticed. That being said, Budgies do have the ability to recognize when a flock might be too big for their territory, so a too small of a space can be one of the reasons. Twelve budgies is a lot of budgies, and when each pair of them can lay three or more eggs that's even more budgies! Another reason could be due to an orientation, believe it or not birds can have sexual preferences like humans and its been seen in many other species of birds and even mammals. A famous case is from a Dutch zoo with two male vultures who nested and bonded for years, ignoring any female the zookeepers attempted to pair them up with. Finally, she may just be not ready, budgies can lay when they are over a year old, although usually they don't. My best advice to you is to just let her interact on her own terms, but do keep an eye on her, if this is unusual behaviour for her to be self isolating, it can be an early warning sign of health problems.
