"An arrow is only penetrable when you sharpen , wear it down and launch it, so don't be surprised when it splits and draws blood. Many may try to force it back together, but as everyone knows tape isn't everlasting. You need a new arrow or a special type of archer."

This paragraph means that people, like arrows, can become damaged when they go through too much stress or pain. When they finally "break," it can hurt them or show in their actions.

Others might try to help fix them, but quick fixes don't last forever. Sometimes, people need new ways to cope or someone special who really understands how to help them heal.

It's about how too much pressure can break a person and how true help takes more than just covering up the cracks.
