Districts Of Panem

This page is to hopefully help you and give you reference points for the research I've done and the information I'm basing this story off of, in addition to the books and movies created. 

This information--apart from my own creative changes--can be found online on several different websites. I am only placing it hear as a helpful guide to having information easily accessible as you are reading. 

You may take a look at the map above, that is how I envisioned the districts laid out, adding in where District 14 resides (original district).

To get started.... Well...Welcome.

While this world is based off of Suzanne Collin's Original Trilogy; The Hunger Games, I have taken creative liberties and made some changes. I do not own the rights to any of her characters or plots or storylines. I do own the rights to my own characters and my own plot lines and do not want to see them being used without my permission. 

While this story will overlap with the Trilogy, this is a Finnick Odair FanFiction, so it will start well before the 74th Hunger Games.

DISTRICTS OF PANEM

     The Hunger Games' original settings of Panem are split into the Capitol and thirteen districts. This will change in this Fanfiction. The nation of Panem will be split into the Capitol and FOURTEEN districts.

     The Capitol houses the country's ruling class in lives of luxury, as well as their servants. By contrast, the districts are home to impoverished and oppressed people who produce all Panem's goods and see to the nation's needs.

     Panem uses harsh conditions and limited contact between the districts to curtail the possibility of rebellion. Each district is responsible for one essential good or service provided to the Capitol, with limited opportunities outside these industries. As a result, each one has a solid cultural identity around their common trade, and some have hidden enterprises outside the public eye.

     Panem also requires two tributes from each District, every year, 1 boy and 1 girl, between the ages of twelve and eighteen, to participate in the annual Hunger Games. A fight to the death, in which only one tribute will leave alive.

District 1: Luxury Goods

          District 1's primary trade is in luxury goods for the Capitol. They produce jewelry, ornaments, and similar items that contribute to the Capitol's decadent and ornate image. Rather than resources or means of survival, District 1 is entirely concerned with helping the Capitol maintain its luxurious lifestyle.

          This results in District 1 being, not only closer to the Capitol, but generally better off than most other districts. It's population is wealthy compared to most of Panem's citizenry. This extends to being able to raise and train Career Tributes to consistently win the Hunger Games year after year.

District 2: Masonry & Military

          District 2 is another Career district in Panem. Officially, District 2's industry is stonecutting and masonry. District 2's citizens are responsible for the materials that build and maintain Panem's cities.

          District 2 has another, more pressing industry. They are the hub of Panem's military in the form of weapons production and Peacekeepers. Peacekeepers are found in almost every other district, but few people know their origin. As a result, District 2 is one of Panem's richest districts and most also produce very deadly Career tributes.

District 3: Technology

          District 3 is another rich district in Panem, but it is more outside the Capitol's sphere of influence than District's 1 and 2. District 3 is responsible for Panem's technology. This ranges from the television system to entertainment gadgets for the Capitol Citizens to more practical matters like automobiles, phones, computers and Hunger Game arena systems.

          District 3's citizens learn skills with technology from a young age that some use in the games to win against stronger competitors.

District 4: Fishing

          District 4 is the third of Panem's known Career Districts and an unlikely source of wealth and influence. District 4 maintains a wealthy lifestyle, as well as boasting more Victors than most of Panem. This ties into the fact that their primary industry is Fishing. Being Panem's primary food producer, combined with the many handy skills District 4 citizens learn, makes them fierce competitors.

          District 4 citizens learn invaluable skills like tying knots and wielding tridents from a young age, making them well equipped for the arena. Their crucial role in producing Panem's food, contributes to their general health and wealth.

District 5: Electricity & Power

           District 5 is one of the districts that are closest to the Capitol in terms of geography. However, it lacks the prestige of 1, 2, and 4. This is, despite, being one of the most vital to the Capitol's way of life. District 5's citizens provide power and electricity to Panem.

           Despite its lack of status, District 5 is relatively well-off. They also learn about electricity, and circuits from a young age which some can carry their skills into the arena and use it to their advantage.

District 6: Transportation

           District 6 is Panem's single largest district. This district's main focus is transportation, including hovercraft and high-speed trains. They are essential to navigating Panem, given that the nation covers much of the North American Continent.

           Despite District 6 producing much of Panem's transportation methods, District 3's technology ties them to the production of goods like automobiles. Even though District 6 is both Panem's largest district, and one of it's more important ones, it's not nearly as wealthy as some of the other districts.

District 7: Lumber

           District 7's primary industry is felling trees for lumber, as well as producing paper.

           District 7 is relatively small and impoverished among Panem's Districts. However, this industry's skills, which are learned early on in the Citizen's life, give District 7 tributes a reasonable chance in the arena due to their skills at climbing trees and wielding axes.

District 8: Textile & Clothing

           District 8 is average in terms of both wealth and population. It's citizens make Panem's textiles. This includes everyday clothes for the districts, luxury garments for the Capitol and Peacekeeper uniforms.

District 9: Grain

           District 9 is one of the least visible districts in Panem. Very insignificant. District 9 has a straightforward role in Panem. They're the nation's breadbasket, producing grain as a staple crop for Panem's citizens. They share a similar role with District 11, however District 9's vast size and flat geography suggest that it produces grain to the exclusion of all else.

District 10: Meat

            Panem has a relatively large population. In addition, most of the Capitol's citizens are prong to decadence and excess. As a result, it has an entire district devoted to meat production. District 10 is one of Panem's smallest and most impoverished districts. It runs the slaughterhouses that keep the nation fed with meat.

            District 10 is one of three districts devoted to food production in the Hunger Games. However, it has nothing to do with crops. All of its food comes in the form of livestock. The animal population outnumbers the human population significantly.

District 11: Agriculture

            District 11's industry is Agriculture. District 11 seems to be more generalized than District 9 and 10. District 11 has Orchards, fruit fields and vegetable gardens.

            District 11 is an impoverished district with very strict rules and regulations and brutal peacekeepers.

District 12: Coal

             District 12 is defined by it's dedication to Coal Mining. Most of District 12's population works in the local coal mines or supporting the industry, however they can't work in the mines, until they turn 18, putting them at a disadvantage in the Hunger Games arena. It's the 2nd smallest District and one of the poorest. Many of its families live in abject poverty, especially in it's poorest regions like the Seam.

District 13: Graphite Mining & Nuclear Technology

              Most people believe District 13 to be long gone by the time of the first Hunger Games novel. Many of Panem's citizens believe it to have been a small graphite-mining district that was obliterated in the first rebellion.

              District 13 survives the bombing as an independent state underground. In addition, graphite mining has never been it's main purpose. In actuality, District 13 has served as the hub of Panem's military-industrial complex, most notably in nuclear weaponry. This is what gives it strong leverage against the Capitol.

District 14: Ice, Crystal carvings, and Fur Trapping

                District 14 is the smallest District by far. It is the furthest away from the Capitol in terms of Geography. It is also the poorest District. District 14's industry is providing Ice to the Capitol and Fur from fur trapping to provide the Capitol with decadent floor rugs, or coats—though coats were mostly a symbol of status as the Capitol was generally warm enough that fur coats weren't needed. They also carve crystals that can be found in mountain caves to the Capitol when desired.

                District 14 children were taught from the time they could walk, how to hunt and track. How to skin animals and prepare the furs, however, as one of the poorest districts, they've never had a Victor, most of the tributes are young, with few older children. The children that went to the games, were often small, young, close to starving and killed very early on in the games.

                District 14 has snow all year round. Their seasons were harsh, bitter, dry winters with near-constant blizzards, and light snowfall.

                Families often had large families because it was very common for children to die from sickness, the cold, or starvation during the harsh winter months. This results in District 14 splitting their children into two groups. Slaughter children and Tesserae children.
