Goku grabbed his phone and contacted Pietro telling him everything that happened and it went quiet for a few seconds.

Logan - Kid we've come to an agreement. So if they ask tell them this.

Goku heard the answer and Wanda knocked on the door.

Goku - I gotta go guys. Bye. Come in.

Wanda - Are you okay?

Goku - Yeah. Sorry for storming out like that. It's just it makes me think of the Saiyans in a way.

Wanda - How?

Goku - You see the night I went full on ape I had a dream and it showed me everything. How the Saiyans became slaves to a Galactic Tyrant called Frieza and how my father knew Frieza was gonna attack. Being told what to do and what I can't do is just them again.

Wanda held Goku near her chest as Goku just sighed and told her that Pietro and the others made a decision.

Wanda - Well maybe it's better if everyone heard it.

They walked back to the living room where they saw Tony laying down, Steve reading the accords, Vision and Natasha just sitting in silence with Rhodey and Sam arguing.

Rhodey - Secretary Ross has a Congressional Medal of Honor. Which is one more than you have. 

Sam - So let's say we agree to this thing. How long will it take before they low jack us like a bunch of common criminals.

Rhodey - 117 countries wanna sign this. 117. Sam and your just like "nah it's cool we got it"

Sam - How long are you gonna keep playing both sides?

Steve looked up and saw Goku and Wanda, he closed the accords wanting to hear what Pietro and his team said.

Steve - So what did they say?

Goku - They all discussed and agreed on one answer. In Logan's words..."Tell the general to go fuck himself"

Natasha - How kind of him.

Vision - If everyone would like to hear I have an equation. In the 8 years since Mr. Stark announced himself as Iron Man, a number of enhanced persons has grown exponentially and during the same period...a number of potentially world ending events has risen at a commence rate.

Steve - You saying it's our fault?

Vision - I'm saying there may be a causality. Our very strength invites challenge, challenge insights conflict and conflict...breeds catastrophe. Oversight. Oversight is not an idea that can be dismissed out of hand.

Rhodey - Boom

Natasha - Tony. Your being uncharacteristically non-hyperverbal.

Steve - That's cause he's already made up his mind.

Tony - Boy you know me so well. Actually I'm nursing an electromagnetic headache. That's what's going on Cap it's just pain. It's discomfort. Who's putting coffee ground in the disposal? Am I running a bed in breakfast for biker gangs?

Tony took a few pills while drinking a sip of coffee and he showed a picture of a guy.

Tony - Oh that's Charles Spencer by the way. Great kid. Computer Engineering degree, 3.6 GPA. Has a floor level, intel plan for the fall. But first he wanted to put a few miles in his soul before he parked it behind a desk. Go see the world maybe be of service. Charlie didn't want to go to Vegas or Fort Laredo which is what I would do. He didn't go to Paris or Amsterdam which sounds fun. He decided to spend his summer building sustainable housing for the poor. Guess where? Sokovia. He wanted to make a difference in the world but it went away when he was crushed by a building then suddenly brought back to life. We're out there kicking ass and people are dying because of our mistakes. There's no decision making process here. We need to be put in check! Whatever form that takes I'm game. If we can't accept limitation, were bounderless we're no better than the bad guys.

Steve - Tony if someone dies in your watch you don't just give up.

Tony - Who says we're giving up.

Steve - We are by not taking responsibility for our actions. This document just shifts the blame.

Rhodey - I'm sorry Steve that's...that is dangerously arrogant. This is the United Nations were talking about. It's not the World Security Council, it's not SHIELD, it's not HYDRA.

Steve - No but it's run by people with agendas and agendas change.

Tony - That's good. That's why I'm here, when I realize what my weapons were capable in the wrong hands I shut it down, stopped manufacturing.

Goku - Tony...you stopped that yourself it was your choice. If we sign this it will surrender our right to choose. 

Steve - What if this panel sends us somewhere we don't think we should go? What if there's somewhere we need to go and they don't let us. We may not be perfect but the safest hands are still our own.

Tony - If we don't do this now...it's gonna be done to us later. That's the fact, that won't be pretty.

Wanda - Your saying they'll come for me.

Goku - They'll have to get through me if they ever think of touching you.

Both held hands with Wanda smiling believing more in Goku when she looked in his eyes she believed in his motive.

Natasha - Maybe Tony is right. If we have one hand one hand on the wheel we can still steer...but if we take it off- 

Goku - Aren't you the same woman that told the government to kiss her ass a few years ago. 

Natasha was shocked but explained that they have made some mistakes and they needed to win the trust back of the people. Goku started to get ready to leave but he heard Steve say he had to go and Goku could feel sadness coming from Steve. 

He looked at Wanda as she nodded and signalled him to go comfort him. Goku found Steve and he was in tears, he slowly got closer but both eventually went in for a hug as Steve told Goku that Peggy had passed away and this hurt Goku. During his time in New York with Nat in their apartment Steve would take Goku to meet Peggy and he loved hearing her stories of SHIELD and even her family. But now it was over, Peggy Carter had fallen to her rest.

Goku, Steve and Sam would go to London a few days later with Wanda giving Goku a bouquet of roses to put for her grave. Steve would help carry the casket and Goku hated seeing the sad look on Steve's face but he knew he had to so he could respect her in rest.

During the funeral Sharon Carter also known as the agent that watched Steve when SHIELD was still up, her speech told the entire church great things about Peggy but for Goku and Steve it was more. Her speech kept saying. "Fight for what is right." "Freedom should not come with cost" It only continue to lit the fire of their side of the Accords.

After the funeral everyone left the church and Natasha showed up and spoke to Steve.

Steve - When I came out of the ice...I thought everyone I knew was gone. When I found out she was alive...I was just lucky to have her.

Natasha - She had you back too.

Both continued talking and Goku called Wanda with her comforting Goku through the phone as it reminded him of his Grandpa Gohan's death. Peggy was like his grandmother and in just short time she was gone too. He didn't even get chance to say goodbye.

Goku - I have to go. I love you.

Wanda - I love you too.

He hung up and Natasha stood next to him before both went in for a hug and she just showed all the comfort he needed with Steve even walking in on them hugging.

Goku - Mom...here.

Goku gave Natasha a letter and it was written for T'Challa and T'Chaka.

Goku - Give this to either one of them. I don't know if they agree completely but I want them to understand why I didn't sign. Also sorry for what I said a few days ago. 

Natasha - It's okay. We'll wish me luck. 

Goku - I'll see you home.

(Vienna)

Reporter - At a special United Nations conference. 117 countries have come together to ratify the Sokovia Accords.

Inside the building a man was facing the outside as he turned around when he heard that Natasha was in the room.

T'Challa - I suppose neither of us is used to the spotlight.

Natasha - Well it's not always so flattering.

T'Challa - You seem to be doing alright so far. Considering your last trip to Capital Hill I wouldn't think you would be comfortable in this company.

Natasha - Well I'm not. 

T'Challa - And that alone makes me glad you are here Ms. Romanoff.

Natasha - Why? You don't approve of all this?

T'Challa - The Accords? Yes. The Politics? Not really...two people in a room can get more done than a hundred.

T'Chaka - Unless you need to move a piano.

They had their greetings but before anything else went on Natasha gave the note to both T'Chaka and T'Challa.

T'Chaka - I am saddened to hear that neither Captain Rogers or your son will be joining us today.

Natasha - So am I. He did wanted you to understand everything as he wrote everything in his note.

They thanked her again as the Accords went as per normal but something devastating happen as suddenly a bomb was set in the building causing a few deaths but the biggest one was T'Chaka.

Back in London Sam and Goku were having lunch but something caught their attention when Goku noticed the news. Both went to Steve and Sharon telling them that they needed to see the news. They saw that 70 people were injured and 12 died with T'Chaka being included as one of the 12. But the more shocking news was that the police released a video of the suspect and it was Bucky. Steve and Goku knew something was definitely wrong.

Sharon - I have to go to work.

They all went to Vienna and went in full stealth as they dressed as regular citizens and Goku got a call from Wanda worried for what happened but he made sure he was fine. Eventually he met up with the group and saw that Sharon have given them a location to where Bucky could be as all three of them got in their uniform and ready to save Bucky.
