The Avengers were in Lagos with Wanda and Natasha in a cafe drinking coffee, Sam and Goku were on top of separate buildings as lookout.

Steve - Alright what do you see?

Wanda - Standard beat cops, small station, quiet street. It's a good target.

Goku - ATM on south side of the street.

Wanda - Cameras.

Steve - Both cross streets are one way.

Wanda - So compromised escape routes?

Goku - He doesn't care if he's seen and he's happy to make a mess on his way out. Hey you see that Range Rover half of the block?

Wanda - The red one? It's cute.

Natasha - It's also bulletproof. Which means more security, which means more guns, which means more headaches for somebody probably us.

Wanda - You guys know I can move things with my mind right?

Natasha - Looking over your shoulder has to become second nature.

Sam - Anybody ever tell you you're a little paranoid?

Natasha - Not to my face. Why? Did you hear something?

Goku chuckled as Steve got their attention back.

Steve - Eyes on target folks. It's the best lead we had on Rumlow in 6 months, I don't wanna lose him.

Sam - If he sees us coming, there won't be a problem he kinda hates us.

Goku - True. Plus we only got the lead because me and Wanda had to dance in a fundraiser ball to get close.

Wanda - You're an amazing slow dancer.

Goku blushed but he noticed a garbage truck moving through the streets not carrying for other cars while pushing them away.

Goku - Hey Sam tag that garbage truck.

Sam sent Redwig to check over the garbage truck getting it under the truck.

Sam - Give me X-ray.

Redwing scanned and saw the truck capacity was at max and the driver with a pistol.

Sam - The truck is loaded for max weight and the driver's armed.

Natasha - It's a battering ram.

Steve - Go now.

Wanda - Why?

Goku - He's not aiming the police.

Sam and Goku flew to the scene as Sam took Steve and Goku took Wanda on his nimbus cloud. While Natasha left in her motorbike.

Rumlow and his men crashed into a building called I.F.I.D and killed the people outside and shot tear gas inside the building.

Goku - Cap we got gunmen outside the area. You take care of the inside I'll handle the outside.

Steve - Copy that.

Wanda turned around as both nodded and she kissed Goku and went to help the others as Goku jumped from Nimbus and used his power pole to take out many soldiers.

Goku - So who wants to play a game? Let's play "Tell me the buyer's name or get a body part broken."

No one answered and kept shooting, Goku smirked since he did like results but loved breaking bad guy's bones.

Steve - Goku help Wanda with the gas.

Goku quickly finished the goons and went inside the building as he used his telekinesis to help Wanda with the gas.

Steve - Rumlow has a biological weapon.

Natasha - I'm on it.

Goku and Wanda cleared the gas and for some reason Goku tried to sense Rumlow's energy but nothing. No energy signature.

Goku - Strange.

Suddenly a giant explosion got the attention of both the power couple and they noticed that Sam and Natasha were gone as Goku grabbed Wanda and both went towards the market area where they saw Rumlow and Cap fighting.

He punched him away and Steve crashed into a wall and before Rumlow could go further he was kicked in the face by Goku.

Goku - Sorry I'm late to the party. So let's start over shall we?

Rumlow - Out of my way kid!

Goku dodged many of his blows and just punched him away. Rumlow started to get furious and sloppy, Goku took advantage and smirked.

Goku - Come on I'm not even getting warmed up.

Rumlow tried more blows as he went for a left and right hook and swipe his hand back but Goku just leaped back and kicked his gut. He sweeped his legs and kicked him to the right and went after him.

Rumlow crashed on the ground and removed his helmet. Steve walked up to him while nodding at Goku.

Rumlow - I think I look pretty good, all things considered.

Steve - Who's your buyer?

Rumlow - You know, he knew you. Your pal, your buddy, your Bucky.

Steve held him closer tighting his grip.

Steve - What did you say?

Rumlow - He remembered you. He got all weepy about it...before they put his brain back in a blender. He said to me " Please tell Rogers...when you gotta go. You gotta go" and your coming with me.

Wanda used her powers holding Rumlow in place and she lifted it but Goku quickly jumped towards the him and pushed him away. He even transformed stopping the impact radius.

Wanda - GOKU!

The smoke cleared and it showed Goku shirt destroyed but he was fine. He looked behind him only to see a few people injured but no one dead.

Goku - Everyone okay?!

They gave a few thumbs up as Goku flew in the building and broke in half 3 senzu beans that he had. Fixing up the injured as everyone thanked him and The Avengers for saving them.

Natasha - Hey guys how'd it go?

Wanda rushed towards Goku pushing him to the ground while hugging him. Everyone looked at him as he just smile and gave a peace sign.

After a month Goku and Wanda were watching the news with King T'Chaka thanking the Avengers.

T'Chaka - I want to thank the Avengers and especially Goku Romanoff for preventing any of our people deaths. So from all the people of Wakanda. We thank you.

Wanda hugged his arm tighter while looking at him.

Wanda - you know you deserve a prize for being such a hero.

Goku - Is it the famous Maximoff Chicken Pot Pie.

Wanda chuckled as she kissed his cheek with Goku getting excited. But before anything the news started talking about a different subject.

Reporter - I believe the Avengers made the world a safer place.

Reporter#2 - Do you actually believe that? I mean you see the damage they cause. And Goku Romanoff isn't any better. He's an enhanced individual the same as Wanda Maximoff. People call them heroes but I see them as vigilantes who don't care about rules of borders.

Goku turned off the T.V and his attitude changed and Wanda couldn't believe the change of people opinions.

Vision out of nowhere appeared scaring Goku and Wanda.

Goku - Jesus Vision you have to stop that!

Wanda - Vis we talked about this.

Vision - Sorry the door was opened so I assumed...Captain Rogers and Mr. Stark asked for everyone to meet in the meeting room.

Goku - Any reason?

Vision - We have a guest...The Secretary of State.

Goku was confused but both shrugged it off and went to the meeting.

Ross - (sighs) Five years ago...I had a heart attack and dropped right in the middle of my backswing. Turned out it was the best round of my life...because after 13 hours of surgery and triple bypass. I found something 40 years in the army never taught me. Perspective.

Goku felt like something wasn't gonna go good at all and so he didn't trust a word Ross would say next.

Ross - The world owes The Avengers an unpayable debt. You have fought for us...protected us and risked your lives. But while a great many people see you as heroes...there are some...who prefer the word "Vigilantes"

Natasha - And what would you use Mr. Secretary?

Ross - How about "dangerous". What would you call a group of US-based enhanced individuals...who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly seem unconcerned about what they leave behind?

He had his guard turn on the screen showing the battle against the Chitauri and Hulk leaping from building to building. 

Ross - New York. 

Some of the Avengers looked down in guilt...but Goku was holding in something he wanted to say.

The next clip showed Washington D.C and the Battle between Hydra and SHIELD. Goku again looked at the clip and noticed Sam looked down but he was confused since the casualties numbers were in 0. Nobody died.

Ross - Washington D.C.

The screen then went to Sokovia and it showed people running away, the city floating up and then a building being brought down. But again Goku saw the casualties number and they weren't big but he knew it didn't matter since he wished everyone back 4 months after. Wanda looked away for a moment.

Ross - Sokovia.

Steve - Okay. That's enough.

Ross - For the past four years you have operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution. 

He passed what looked like a treaty of some kind and on the top it said "Sokovia Accords" Wanda read it and passed it to Rhodey.

Ross - The Sokovia Accords. Approved by 117 countries, it states that the Avengers shall no longer be a private organization. Instead they'll operate under the supervision of the United Nations panel only when and if that panel deems it necessary. 

Steve was gonna speak but Goku cut him off. 

Goku - So General your telling me that we're gonna be slaves with no right or will? The Avengers were formed to protect the world and make it safer. I believe we have done that.

Ross - Tell me son do you know where Thor and Banner are right now? Even so many people have died...

Goku - Before I joined since it was the first time the team joined and tried their best to save lives to a fucking alien army. But didn't the government also shoot a nuke to the city? What was that gonna do? Shower the entire city with hugs and kisses. Washington didn't receive any deaths because "I" stopped it and everyone who was killed in Sokovia were brought back. We saved so many lives and you call "us" dangerous? I am not gonna be a slave...no disrespect but you are full of shit.

He stood up and left as Wanda followed in pursuit. Everyone was shocked to see Goku liked that since it was the first time he ever felt insulted and hurt that people weren't grateful they were alive.

Ross - As I was saying. Compromise and Reassurance. That's how the world works. Believe me, this is the middle ground. 

Rhodey - So there are contingencies?

Ross - Three days from now, the UN meets in Vienna to ratify the Accords. Talk it over.

Natasha - And if we come to a decision you don't like?

Ross - Then you retire.

Natasha smiled but she knew it was gonna cause problems.

Ross - Make sure you keep your boy on a leash. I would hate to put him down for overstepping.

Everyone got angry for Ross insulting Goku but they couldn't do anything since the need to discuss an important matter.
