Until one of the planet response we cannot help you but perhaps there's other ways for people to help you go seek out the ones from the unexplored areas that the galactic empire have made expeditions to the unknown maybe there they will help you.

And now they send in a small fleet to search for help not for just themselves but for all of the Galaxy.

So they made fleets to get more resources and colonize planets and they also make contact with the inhabitors of the planets and things went well with the inhabitators and the GDI, and they also made contact with the other factions.
