Throughout Panem people are gathered to a yearly event. An event of death and of tragedy. But this year it's different. This year they have something else waiting.

You're in the crowd standing tightly pushed next to girls or boys. An abnoxiously clothed person steps onto the podium ready to say her lines. You all wait, almost knowing the dialogue by heart now. But then suddenly the large projectors on the podium spring to life. The familiar face of your president comes to view as he looks down onto his country.

"People of Panem! Today marks the day when the horrible rebellion was stopped. 25 years ago brothers and sisters were fighting each other in a bloody war that the Capitol resolved. To keep the peace, the Hunger Games were invented; a competition of sacrifice, heroism and glory. And as a fresh reminder of the uprising against the capitol, and the 25 th anniversary of the games a new rule will be added. " the man turned to a box presented to him and took the first envelope out marked 25.
"For the first ever Quarter Quell the Male and Female tributes will represent the Familes, Lovers and Friendships torn apart by the war.  Each Tribute pair will have a special connection to each other" his pause is filled with applause from the Capitol "Panem Today, Panem Torrow, Panem Forever. And let the 25th Annual Hunger Games begin!"
