After 6 years the Earth is safe to walk on again. So as the people on the Ark come back down and the people from the Bunker come back up, new people are arriving.
Prisoners and Criminals, just like the survivors once had been.
But they aren't searching for peace. They want Earth back for themselves.
But the survivors haven't come this far to give up their last chance at life.
