When

The Banning of the Musics occurred in January of 1947. The law was passed after The Uprising, which started in October, 1945, soon after World War II ended, and quickly escalated to the US citizens believing that they could say whatever they wanted, so long as it was through "song". 

About the Banning of the Musics

The bill was first started by a group of Pro-Peace members who's names, unfortunately, were not released to the public. There were 907 bills passed at this time by President Harry S. Truman including The Banning of the Musics. 

Why

 After World War II ended, there was a lot of disagreement about what should be allowed to be said. Stricter rules were put in place to keep the peace between different organizations (See page 76 for more details), but some civilians tried to escape the law by "singing" about their disagreements. More "artists" continued to express their emotions and opinions through instruments and "rapping" which led to utter chaos, this time period can be known as The Uprising, which caused even more disagreements to arise and eventually had to be stopped. That was when the Pro-Peace members came up with their adequate solution to prevent yet another war.
