To get to that^^you need a png and a flower png. You may use the one below

You need to mask it first because it has a background.

Add the background, choose a plain color, it can be any color, and make it to size 2:3 then go to foreground and add your png, I used Rowan Blanchard.

Then merge and add your flower, then mask it and add it to where it's covering your persons face.

Go to Picsart and put your photo there, go to fx and click artistic and go and select "oil", it will give you an oily effect.

Then go to Phonto and add your text.
