Personality

Hana is known to the public and those that "know" her as a kind, calm and mature young woman, as well as charismatic and teasing with a sharp silver tongue. She is regarded as a genius, having managed to earn a seat at the leading board of the HPSC at the mere age of 20. 

However, unknown to the public, Hana, when acting as the Head of the "Organization", is cruel, sadistic, ruthless and brutal. She still somehow keeps her charismatic and teasing persona however, which most often make her seem even more intimidating when being dealt with. 

As mentioned, she has a great intellect, and uses it to her advantage, such as helping her keep her "double-life" in check and making sure no one figures it out. 

Hana believes that the current systems and laws regarding Quirks and Heroes are flawed and destined to crumble, and is trying to manipulate the fated outcome to arise in a way that she and the Organization can control and profit from.. and eventually create order from under their control. 

As stated on her view on the systems and laws on Quirks, she believes that through careful manipulation, that there can truly one day be a world where no one is discriminated against for being Quirkless. 

Looks/Appearance

Hana is regarded as extremely beautiful, with pale, flawless skin, and dark red, almost crimson hair that reaches down her back, usually braided. She has a hourglass figure with well developed breasts and a well shaped rear, as well as fit and in great shape, from regular training and excessive, however, she stands at a surprising height of 5'6, which is uncommon for most Japanese women. However, her most striking features are her eyes, a vibrant, almost sulfuric yellow/golden color, with several "rings" in each of them, giving them an almost unearthly and intense look to them. 

Clothing Style

Hana is usually seen wearing formal, but sharp and expensive suits and ties in public, or expensive dresses for formal gatherings. At home she is more casual wearing tops, shorts etc.

Quirk

Hana is "Officially" Quirkless... as far as the public is aware that is...

In reality, Hana does indeed have a Quirk, a sort of Telekinesis (loosely used as an explanation in this case), allowing her to interact with almost anything around her... from controlling objects, to hurting someone with their own minds. She can practically warp reality to a certain extend, and if the HPSC or the Heroes Association was to know of this... would likely categorize her Quirk as being extremely dangerous and lethal. 

Hana uses her Quirk mostly for it's destructive advantage, and has developed a technique within it that allows her to form "bullets" of "matter" that is unseen to the normal eye, which can be triggered and used as a projectile that can travel as fast as a bullet.

Among other techniques, she has developed "hands" which she can control, as mentioned earlier, she can use to manipulate physical objects around her, and even use to harm other people with by just looking at them. These "Hands" are connected through her back, and can reach out to 9 meters long. (She it is unknown how many of these "Hands/Arms" she can create at a time)

The limits of her Quirk is unknown, but she is also known to be able to manipulate the frictions and atoms to create fire and lightning, among other things. 

Quirk Weakness/Drawbacks

Using her Quirk can leave a dangerous strain on her body and mind if used too much, such as damaging her muscles and heart from the strain and sheer potential danger of the Quirk. 

As well as damage her brain, it is currently unknown HOW lethal, seeing as she has never been forced into a situation to where she has to go to such lengths yet, but the theorized consequences are high and lethal.

As mentioned, Hana is secretly the current Head of the Organization (titled the Overseer), which was the ones that funded the experiment that lead to the birth of Kyusuki Tanaka and his "Siblings" (who is currently still under the "employment" of the Organization), which was called Project: Senshi (meaning Warrior), and the "clones" (Kyu and his "siblings) were also called Senshi, or "Assets". 

The Organization is a massive group/secret society that has spread across 1/3rd of Asia, and while for the most part unknown and an enigma to the Heroes Association and HPSC, they are a shadowy group that is feared by even the Yakuza and Villains, seeing as the Organization doesn't discriminate between the different "factions"

It is rumored that the Organization once had a partnership with All for One, before his disappearance and defeat at the hands of All Might. 

Hana's past is all but erased from history, and only her tailored background as a "Quirkless" citizen of Japan is all that remains, some of the more informed members of the Organization isn't even sure if Hana is her real name.
