The idea is that this drawing occurs some time before Evo, and before Querat got REALLY evil, so timeline-wise we're looking at circa s1 due to the temporal relocation of Evo.

And yes, Querat does still have that magic-halo in timeline Q, although he's lost it by s6 in the others unless he gets REALLY angry.
