The team has arrived in Washington and is all in their respective positions. Nat and Steve are working the floor where the ceremony is happening, Clint and Bucky are covering the most likely exits, and Tony and Sam are the eyes in the sky.

So far, everything has been quiet, but the guests are just starting to pour in.

"So far, all's quiet on the floor. What about the exits?" Steve asks over the comms.

"All clear." Clint answers.

"Nothing but event staff and security here." Bucky replies as he scans his surroundings.

"How are we looking from the sky?" Steve asks Sam and Tony.

"All of our scans are clear." Tony and Sam reply.

"Ok everyone stay sharp, King Mswati is about to enter the building." Steve says as he watches King Mswati enter the main doors

The delegates pour into the main hall and start taking their seats. As part of the ceremony, different delegates give a couple of speeches. It is time for King Mswati to take the stage to accept his appointment.

"Mswati is taking the stage be ready." Steve whispers on the comms.

Clint comes over the comms. "If something was going to happen, they would have done it by now. He's seconds away from accepting his nomination, and there is no sign of our phantom."

Nat and Steve watch as the king takes his place next to the podium. Suddenly, Tony comes across the radio. "Guys, I'm picking up a sudden heat signature in a closed balcony to the west side of the stage. It just appeared out of nowhere."

Steve looks at Nat as she looks up and heads toward the balcony. Steve heads for the stage, shield in hand. Steve is almost to the king when he feels something buzz past him. The assassin has fired at the king; he has to stop that bullet! He throws his shield, hitting the edge of the stage and bouncing up. Just in time, it ricochets up in front of the king, stopping the bullet from hitting its target.

Nat reaches the balcony, finding only the rifle that the assassin used. She runs back into the hallway to see the elevator doors closing with you in it. She hollers over the comms.
"It's her, and she's in the elevator going down. Bucky... Clint... she's headed your way. I'm on my way."

Clint reaches the elevator as the doors open. He steps in, but it's empty. He looks up, seeing the maintenance hatch above, propped open.
"She went out the maintenance hatch!" He says as he climbs up into the elevator shaft. He sees you several floors above, opening the doors with one hand.
"Bucky, she's on the 5th floor. She's headed your way."

"Got it. I'm on my way." Bucky replies.

He reaches the elevators, but you are nowhere to be seen. Bucky starts searching each door on that floor. He came up the stairs, so you had to be on this floor still.

He opens a door into an empty room when he hears a voice behind him.
" I knew you would come. Your curiosity got the better of you." You say calmly.

Bucky turns around, a look of surprise on his face. "It can't be you! I saw your dead body."

"That's what they wanted you to believe. They wanted to break you one final time. I was the last thing your humanity clung onto. " you say as you step into the room, closer to Bucky.

Bucky still doesn't believe what he is seeing. " But why come out now? You're better than this....you wanted us to see you." He realizes what you are doing.

"I had to draw you out somehow. Hydra misses their toy, and they've sent me to bring you back."

"I'm not going back, Jo. I'm not the Winter Soldier. They can't control me anymore!"
Bucky stands his ground, clenching his fists.

"Jo isn't here anymore, just the Alpha Soldier." Your hands turn to fists, tensing, ready to fight.
"I was really hoping you'd say that. It's been a long time since I've had a good fight."

You lunge at Bucky, hitting him with a hard right hook. You knock him off balance and kick him hard in the chest. Bucky stumbles backward, hitting the wall. He shakes his head and stands up.

"I won't fight you, Jo. I don't want to hurt you." He exclaims.

"I said JO IS DEAD! And I WANT to hurt YOU!" You say, rushing Bucky again, throwing several punches at his head.

He dodges the first punch, but you land several to his head. You send your knee into his stomach, but he still isn't fighting back.

"I won't fight you, Jo!" Bucky gasps out.

"Then you'll just end up back in Hydra that much quicker, " you say as you raise another fist towards his head.

Bucky looks up at you, a new look in his eyes. A new fire burns behind his eyes once again. He puts his hand up, grabs your arm, and stops it. With his other hand, Bucky lands a punch to your chest sending you stumbling backwards several feet.

You easily find your balance again. Bucky comes at you, sending punches and kicks at lightning speed, but you easily block them. You rapidly return the moves. You toss each other around the room, matching each other's strengths and abilities. You pull a knife from your boot and swing it at Bucky. He dodges backward to avoid being cut but stumbles over a broken chair.

"Buck, I'm almost there. Where are you? Buck?!" Steve yells over the comms. He can hear Bucky and the assassin fighting.

You see your chance and jump, pushing Bucky to the ground. You land on his chest, pinning his arms to the ground with your knees. You start punching him repeatedly in the face, leaving cuts and bruises.

"Fight back, coward! I know you are holding back. Why won't you fight me?" You scream in his face as you bloody it even more.

Bucky looks you in the eyes and chokes out. "Because you're my sister."

At that moment, Steve comes crashing through the door. Bucky can see him pulling his shield back, getting ready to throw it at you.

"No, Steve! Don't!" Bucky yells out the best he can through a swelling mouth.

But it's too late; he throws the shield straight at your head. Without looking up, you stop the shield with one hand. You pause for a moment, looking at Bucky. "Well, I guess it's reunion night!" You say as you look up at Steve with an evil grin. "Long time no see, lover boy"

Steve is speechless! He can't comprehend what he is seeing: his best friend, his childhood love, standing before him. "Jo?"

"Sorry, I've got to hit and run." You look down at Bucky. "I'll be back for you, big brother." You through a flash grenade you had hidden in your belt.

It goes off, stunning both men for just a split second, and that is all it takes. You're gone before they can blink, nowhere to be seen.

Steve yells in his comms. "Tony! Sam! Tell me you have a heat signature on her?"

Both men answer back. "No! She's disappeared just as quickly as she appeared."

"Damn it!" Steve shouts through his earpiece. He looks down at his badly beaten friend, unsure of what he just saw.
