Universal P.O.V.

All of Panem watched eagerly as the President walked calmly onto the balcony of his mansion. He smiled to the waiting crowd, and they cheered. After a few polite waves to the people, he stepped up to the microphone.

"Thank you all for coming to this wonderful announcement tonight! Without further ado," he selected a yellow envelope, with the number 125 elegantly printed on the back, from a box beside him, "let's see what this Quell has in store for us, shall we?"

He opened up the envelope and pulled out a thin, white card. He paused a moment for dramatic effect, "For this year, there will be three Games, the-"

A loud cheer from the Capitol citizens interrupted him. He smiled to them and continued, "the first Games will be all female tributes, the second will be all male tributes, and the last Games will be the remaining twelve victors of the two first Games! Only one victor may proceed from the final Games."

The Capitol citizens cheered and shouted in excitement. Meanwhile, the people in the districts stared in horror at their screens in their homes, dreading the day these games would begin.
