Personality:
Stubborn willed, independent. Hard to break. Those are all words people would use to describe Akemi. However, despite this all, she's pretty sweet in her own way. It just happens to show itself in her own unique way. Flirting is a way of playful communication for her, she doesn't do it because she's looking for a partner. It's just amusement for her.
If she has an issue she'd be more willing to chop her leg off then ask for help, so when she does need help? It can be extremely difficult to offer it to her. To get her to accept you have to be even more stubborn and assertive than she herself is.

uirk Description:

When Akemi is in her natural form she's able to wield fire as she sees fit and can be much more acurate with what she wishes for the flames to do. (horns are just for show.)
Able to shape shift into witch form as she calls it. In this form she is able to do only two things. Firstly, she can bewitch a target into letting their guard down depending on conditions. Secondly she can enchant drinks to cause all sorts of effects but the target has to be aware of what the enchantment is in some way (due to the nature of it being called 'witches pact' she can twist her words to have most people know without realizing it while still fulfilling the requirement.)
(Is able to create a fake layer of skin over real skin, it's basically an illusion woven from magic. This comes from her enchantments on drinks. She will spend a bit of time in her witches pact form to enchant multiple bottles of something so she can keep this effect whenever she needs.)

(Detailed Description Version)
Demon's Pact works similar to how it sounds. Akemi developed a Quirk originally simply named 'Demon Heart' because of her appearance and ability. Her quirk started off with the ability to wield fire as she saw fit. However, as she got older and her quirk developed she began to have these strange moments where she would see strings of lights weaving around things. One day she learned her quirk had more to it than she thought. When she was younger, right before her quirk developed she had been rescued from a fire and recalled seeing the lights then and feeling like she had almost grabbed hold of it. She learned when certain lights would show up she could grab hold and make a pact to gain a new ability albeit limited.

The quirk seems overpowered and many will tell her as much. However, everything comes with a price.

Akemi's wings are a bit small so she can only fly for about 10 minutes normally. She can push it to 15 minutes if she braces them with flame.

When Akemi switches from Demon Pact (so her original form) to Witches Pact, her body forces her to stay in that form for at least six hours even when becoming injured.

Akemi's hands and her arms are burned to the point her skin is a bit raised up and creates swirls over her skin. (Not fully discolored like Todoroki's. Its more like a darker skin tone like a tan in these spots.)

After enchanting a drink Akemi will eventually have to expierence the effect herself the same day, if she makes someone else drink it. She makes sure to enchant her drinks carefully when handing it to others.

After using her flames for too long she can pass out from heat exhaustion depending on hard she pushes the flames.

Her quirk forces her to pass out anytime she switches pacts.

If she wishes to form a new pact she will have to give up her Witches Pact and learn a complete new Pact which could take a year or more.

Pacts have their toll, born with it or not. Once a month for two days (random) Witches Pact will cause Akemi to sleep for 24 hours straight.
Demon's Pact causes Akemi to have dizzy spells as well as undesirable violent needs for 24 hours on the first of every month.
(Normally she'll end up hiding out somewhere secluded where no one can find her on the first of every month. She doesn't want to hurt anyone.)

She wears a utility belt like Izuku does but only keeps small viles inside it. Every two hours she drinks one, daily. (That is if you pay attention.)

Akemi is self conscious of her burn scars which is why she drinks the enchanted vile drinks to create the illusion of unscarred skin.

Her horns are actually quite sensitive and it's a tiny bit painful for her if anything gets caught on them.
