We are in a future world where teleportation gates are used for travel. Some countries are free to teleport, but some are forbidden. The government is trying to prevent crossings to prohibited places by creating gatekeeper places and hiring gatekeepers who let out travelers. Some elite people have permission to visit such places, so the permissions cost vast amounts of money.
