To become a werewolf, you have to have been in service to a pack for several years. Then, when the Alpha or Luna of said pack decided that you were ready, they would give you the bite. It was then up to the gods to see if you were worthy of the honour. If you were, you woke up in wolf form the next day. If not, you just died.
